Kou Rong, deputy director of the Department of Economic and Trade, introduced the work arrangements in the circulation field during the "15th Five-Year Plan" period and said that it is expected that by the end of the "15th Five-Year Plan", the overall scale of my country's circulation industry will continue to expand, and the total retail sales of consumer goods will reach about 60 trillion yuan.
Kou Rong said that circulation is the "bloodline" of economic circulation. The modern circulation system can link production and consumption on a larger scale and plays a basic, leading and strategic role in the national economy. In recent years, with the joint efforts of all parties, my country's circulation industry has developed vigorously, its scale has continued to expand, its structure has been continuously optimized, and the construction of a modern circulation system has achieved positive results.
First, the construction of a unified national market in the field of circulation has been accelerated. The negative list for market access continues to be reduced and optimized, and more than 170 national standards related to circulation have been formulated and revised during the "14th Five-Year Plan" period; secondly, the modern commercial circulation system has been further improved. Traditional business formats such as shopping malls and department stores are accelerating their transformation, and new business formats such as live streaming e-commerce and instant retail are developing rapidly. my country's express parcels circulate at a high speed, with an average of 540 million pieces per day, and the annual per capita express delivery volume exceeds 140 pieces. Third, the modern logistics system has taken initial shape. So far, 181 national logistics hubs and 105 national backbone cold chain logistics bases have been implemented, effectively supporting the "interconnection" of logistics infrastructure. In August this year, the National Development and Reform Commission and relevant departments issued the "Implementation Plan for Logistics Network Construction", making comprehensive arrangements for the construction of the logistics network. In addition, the ability of transportation, finance and credit to support the development of circulation has been continuously enhanced, the comprehensive three-dimensional transportation network has become increasingly dense, financial products serving the development of circulation have become increasingly abundant, and the credit system has become more complete.
Kou Rong introduced that during the "15th Five-Year Plan" period, in the face of new development situations and requirements, in accordance with the decisions and arrangements of the Party Central Committee and the State Council, the National Development and Reform Commission will work with relevant departments to promote five aspects of specific work around one key task. "One key task" is to accelerate the construction of a smooth and efficient modern circulation network, mainly through the construction of modern circulation strategic fulcrum cities and important commodity backbone circulation corridors, improve the main skeleton of the modern circulation system, and make the large-scale cross-regional circulation of commodities smoother. Specific work will focus on five aspects: circulation facilities, key commodities, business innovation, enterprise development, and rules and standards.
The first is to build integrated and integrated circulation facilities, focusing on optimizing commercial circulation facilities and logistics facilities to promote facility connectivity and collaborative linkage.
The second is to improve the modernization level of the circulation of key commodities, focus on improving the production, transportation, storage and marketing system of bulk commodities, and improve the storage, transportation and transit distribution capabilities of bulk commodities, such as developing and expanding direct bulk cargo trains, strengthening the organization of rail-water transport, etc., so as to further "speed up and reduce costs" of commodity circulation.
The third is to develop new forms of circulation, new models and new scenarios, expand new business scenarios such as smart stores, implement digital and intelligent transformation of circulation facilities and equipment, focus on promoting energy-saving transformation of logistics parks, wholesale markets, commercial complexes, etc., and promote the circulation industry to accelerate the new and green development.
The fourth is to create a dynamic development ecology of circulation enterprises, mainly to build high-quality, refined and strong characteristic trading enterprises, deepen the demonstration and creation of Chinese time-honored brands, guide the collaborative linkage between urban commercial facilities and tourist attractions, transportation hubs, cultural and sports venues, etc., and promote the co-construction and sharing of resources.
The fifth is to improve the integrated circulation rules and standards, strengthen the formulation and revision of rules and standards in key areas such as trade logistics, e-commerce, and agricultural product circulation, promote the interconnection and rule connection of facilities such as circulation logistics, market information, and trading platforms, and further remove the invisible "fences" that hinder circulation. In addition, the guarantee of resource elements required for the development of the circulation industry will also be further strengthened.
It is expected that by the end of the "15th Five-Year Plan", the overall scale of my country's circulation industry will continue to expand, and the total retail sales of consumer goods will reach about 60 trillion yuan; the circulation network will be more complete, the radiating and driving capabilities of the 102 modern circulation strategic pivot cities will be further enhanced, and 6 national-level important commodity backbone circulation corridors will be implemented. The modern circulation system will be more complete and better serve China's modernization drive.
