官方表示,《通知》进一步强化了“救急难”的制度功能,通过建立标准化快速救助机制,解决了突发急难民众“等不起”的问题,真正实现“急难能救、救得及时”;进一步提升了救助公平性规范性,通过建立分档量化的救助标准体系,压缩自由裁量空间,让临时救助标准更加透明可预期,保障了困难民众平等享受救助权利;进一步增强了救助精准性有效性,突出需求导向,聚焦刚性支出致困等重点群体,优化政策衔接机制,让救助资源真正用到最需要的困难民众身上,切实兜住兜牢基本民生保障底线。

谈及此次新规的突破和亮点,贵州省民政厅社会救助处处长黄猛接受中新网记者提问时说,《通知》的突破是将原来“急难先行救助”的原则性规定,变成可操作、标准化的“小额快救”制度,即对遭遇突发性、紧迫性、灾难性困难导致基本生活暂时出现严重困难的人员,在急难发生地可按规定实施“小额快救”,事后再补充说明情况。

黄猛表示,上述制度有效解决了“急而不快”的痛点,救助时限压缩到3天以内,流程大幅度简化。建立了分档量化的救助标准体系,原来标准较为原则,现在从“小额快救”到常规救助再到特殊个案都明确了量化标准,更公平透明。突出了需求导向,专门将低保边缘家庭、刚性支出困难家庭列为重点保障对象,对刚性支出致困群体保障更精准。完善了特殊个案解决机制,最高可给予5万元救助,解决了特殊严重困难家庭“救助不足”的问题。

贵州省社会救助服务中心主任刘畅告诉记者,实施“小额快救”的困难情形主要包括“因突发重大疾病导致个人或家庭自身难以保障基本生活”等五种类型。“小额快救”针对的是突发急难、民众生命安全和基本生活“等不起”的情况,简化流程是为了保障时效性,先救急再补手续。“小额快救”救助额度不高,最高不超过当地1个月低保标准,本身额度较小,且要求相关材料证明急难情形属实,资料留存备查,事后会补录监测平台,基层也会加强事后核查。明确规定同一事由6个月内不能重复申请,恶意骗领会纳入信用记录,依法追究责任,总体风险可控。

临时救助工作关系困难民众冷暖,关系社会稳定底线。政策的生命力在于落实。下一步,贵州将重点抓好政策培训、强化资金保障、加大政策宣传、加强指导监督。
