Taipei District Prosecutor's Office indicts former National Taiwan Normal University women's football coach Zhou Taiying for embezzlement and fraud

The blood-drawing case of the National Taiwan Normal University women's football team has attracted public attention. The Taipei District Prosecutor's Office concluded its investigation today and charged former coach Zhou Taiying with embezzlement, fraud and other crimes. The National Taiwan Normal University emphasized that it would cooperate with the judicial investigation and had already raised funds in advance to return the examination fees to the students.

In 2014, there was an incident at National Taiwan Normal University where women's football coach Zhou Taiying threatened players with deductions of credits for cooperating with blood draws three times a day for 14 consecutive days, which aroused public concern.

The Beijing Institute of Technology took the initiative to investigate separately and found out that Zhou Taiying was suspected of defrauding NT$20,000 when implementing the "Far Infrared Project" subsidized by the National Science Council, NT$3,000 when implementing the "Waist Strengthening Training Program" subsidized by the Ministry of Education, and misappropriating NT$498,000 in test fees paid by the subjects. Today, Zhou Taiying is charged with embezzlement and fraud.

Taiwan Normal University responded to the media in a brief text today, pointing out that the funding flow and responsibility for the women's football case are still in the judicial process, and the school has cooperated with the investigation and provided relevant information.

One of the controversies is that Zhou Taiying asked the team members to forcibly pay back the test fees for participating in the research as team fees. National Taiwan Normal University stated that it conducted a comprehensive investigation after the incident broke out. In order to protect the rights and interests of students, the school has done its best to raise funds in advance and return the test fees to students.

Regarding the blood drawing case of the women's football team, the National Taiwan Normal University completed the Level 3 review of the Teaching Council in July 2014 and decided to "dismissal coach Zhou Taiying and will not be employed as a teacher within 4 years." Later, it was determined that the research subjects of Zhou Taiying's thesis included minors and did not obtain parental consent, so her doctorate was revoked. The National Science Council also recovered relevant project subsidy funds and suspended the project hosts Chen Zhongqing and Zhou Taiying.
