The election for the mayor of the fifth-mile district in Neihu District, Taipei City, caused major controversy. Candidate Wang Jiansheng, who registered to run for the mayor of the fifth-mile district, once served as a parliamentary assistant for the blue, green and white parties. Unexpectedly, he intended to sexually assault his colleague's girlfriend in 2021. He was sentenced to one year and 10 months in prison and has completed his sentence. In this regard, Taipei City Neihu and Nangang Councilor Chen Youcheng emphasized that while severely condemning crimes and empathizing with the victims, society should also give rehabilitated people who have paid the price a chance to return to society. Chen Youcheng said that they should also ask Wu Xindai, shouldn't they give the reborn person any chance?

Chen Youcheng said that the behavior of candidate Wang Jiansheng in the past when he was drunk has been tried and served legally and he has paid the price. "I personally oppose sexual assault and believe that we should sympathize with the victims, but what I do is to give a rehabilitated person a chance to sincerely change after he has paid the price."

Chen Youcheng said that in the past, legislators regardless of whether they were blue, green or white hoped that he could use actions to prove his sincere repentance and let him perform well to make amends for the past. He also believed that the price he had to pay for both the person involved and society was a sign that a rehabilitated person and Taiwan needed to rebuild trust.

Chen Youcheng pointed out that everyone must pay the price for their actions, especially public figures who want to stand for election and must be tested by a magnifying glass. Candidate Wang has served in the blue, green and white parliamentary offices in the past, and now has resigned from his personal service. Wang has to face the local reputation and all the strict tests that candidates are subject to. "I believe that although some members of the party gave him the opportunity to serve, he now has to convince the public and whether his residents can support the reasons given to him."

Chen Youcheng said that there is a farm called Xiangri Farm in Neihu, which is a service farm for rehabilitated people. There is also a director in Nangang who specializes in counseling inmates. In fact, they all told themselves, "We can save one person at a time. This was my original intention when I hired him, and I also hoped to give rehabilitated people a chance."

Chen Youcheng believes that candidates should face strict testing by the public and must return to their ideals to convince all supporters and local residents how to give him such an opportunity so that he can serve again. Therefore, he believes that all candidates should receive criticism and advice from different aspects.

Chen Youcheng reiterated that his personal position is "I oppose and I do not support any disrespectful or even criminal behavior towards women, but I am also willing to stand on the morality of a public figure and personal choice, hoping to give prisoners and rehabilitated persons a chance to return to society." Chen Youcheng explained that he and his father had given Wang a lot of help in Neihu in the past.
