The Ministry of Land, Infrastructure and Transport announced that six enactments and amendments to laws related to supply measures on September 7 last year, including the amendment to the Real Estate Transaction Reporting Act containing these contents, passed the plenary session of the National Assembly on the 20th.
Previously, the authority to designate a Tohe district in some areas within the same province or province was vested in the governor of the relevant city or province, and the Minister of Land, Infrastructure and Transport could designate a Tohe district only for public development projects within the same province or province.
The amendment expands the authority of the Minister of Land, Infrastructure and Transport to designate a Toheo zone within the same province or city in situations such as concerns about speculation, but includes a mandatory prior consultation with the competent provincial or provincial governor.
The amendment will be implemented three months from the date of promulgation, taking into account the preparation of subordinate laws.
The enactment of the Old City Hall Complex Development Act, which is the basis for expanding public housing and living convenience facilities in the city center through mixed-use development utilizing public assets such as old government buildings, also passed the plenary session.
The enactment stipulated the establishment and deliberation of a complex development project implementation plan, the establishment of a business management foundation such as coordination of differing opinions of related organizations, the simplification of licensing procedures, and the basis for special provisions and financial support, such as easing the building-to-land ratio and floor area ratio.
A bill to enact the School Site Complex Development Act, which would utilize unused school sites and abandoned school sites that were planned as school sites but where no schools were established, for rapid housing supply, was also passed.
The Ministry of Land, Infrastructure and Transport explained that in the process of selecting a candidate site, deliberation by local governments, offices of education, and experts, and special provisions to improve business feasibility were stipulated to improve the difficulties that had previously existed in the process of carrying out projects under existing laws.
An amendment to the Special Public Housing Act was also passed, including extending the sunset deadline for the urban public housing complex project, in which the public quickly renovates areas near stations and low-rise residential areas where private redevelopment projects are difficult, by three years from the end of this year to the end of 2029.
The amendment also includes institutional improvement measures to speed up the project, such as transferring the authority to change the use of non-residential public development land that has not been used for a long time to the Ministry of Land, Infrastructure and Transport, introducing a 'restructuring' procedure to quickly convert it to public housing use in cooperation with related agencies, and establishing a council to quickly adjust differences of opinion between related agencies at the stage of establishing a public housing site district plan.
The enactment of the 'Empty Building Maintenance Act', which systematizes the management basis of vacant buildings such as unoccupied houses, unused non-housing, and abandoned buildings due to construction suspension and promotes demolition or active use, was also passed. The Housing Act amendment bill was also passed to reflect the relaxation of the criteria for securing land ownership, which is a requirement for applying for local housing association business plan approval, and the relaxation of restrictions on the number of households for urban living housing.
