Отмечается, что разовые всплески цен на отдельные товары или услуги и в целом по стране, и в отдельных регионах случаются и могут приводить к временному ускорению инфляции. Их причины находятся на стороне предложения товаров и услуг и, как правило, связаны с какими-то форс-мажорами. С ними справляются органы власти, порой "разруливая проблемы в ручном режиме".
"Задача ЦБ в таких ситуациях — сбалансировать динамику спроса и предложения, чтобы отдельные скачки цен не превратились в высокую инфляцию в целом по стране", — указал регулятор.
В ЦБ добавили, что если гипотетически представить, что Банк России сейчас вдруг резко снизил ключевую ставку — товаров от этого не прибавится, зато произойдет рывок спроса и взлетят цены абсолютно на все.
Тогда никто не захочет хранить сбережения во вкладах по низким ставкам при высокой инфляции: все будут стараться быстрее превращать деньги в ценные товары.
