According to the website of the Ministry of Civil Affairs, in order to implement the "Opinions on Deepening the Reform and Development of Elderly Care Services" and "On Anchoring Agricultural and Rural Modernization" issued by the Central Committee of the Communist Party of China and the State Council, "Opinions on Solidly Promoting Comprehensive Rural Revitalization" and other deployment requirements, give full play to the role of mechanisms such as regular employment assistance to prevent return to poverty and assistance to people with employment difficulties, insist on doing our best and within our capabilities, adhere to local conditions and reality, and speed up the shortcomings in rural elderly care services. The Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, and the Ministry of Agriculture and Rural Affairs recently jointly issued the "Notice on Strengthening the Construction of a Team to Help the Elderly in Rural Areas" (hereinafter referred to as the "Notice").

The "Notice" requires that the team of rural elderly helpers be enriched. Give full play to the role of rural volunteers in helping the elderly, carry out in-depth "Silver Age Action", and continue to promote the construction of rural grassroots elderly associations. Develop public welfare positions to assist the elderly in rural areas, and provide job subsidies through relevant channel funds in accordance with regulations. Encourage elderly care service institutions to provide elderly assistance services and support rural elderly assistance services by establishing rural elderly assistance service teams or opening up institutional facility resources, setting up service sites, and providing professional guidance.

The "Notice" proposes to clarify the service content of rural elderly assistance. Service content mainly includes service demand collection and resource links, policy and knowledge promotion, emergency assistance and other services. Other services include assisting village (resident) committees in developing mutual-aid elderly care services and elderly meal assistance services, doing a good job in the daily management and service of village (community) elderly care service facilities and sites, and assisting in providing service-type social assistance to the elderly who are social assistance targets.

The "Notice" requires that the management of rural elderly assistance be regulated. Rationally allocate positions and clarify the number of rural elderly assistants by village (community) based on the aging degree of the local rural population, the number of elderly people and the demand for elderly assistance services. Strengthen skills training, strengthen laws, regulations and policies related to elderly care services, practical skills for home-based elderly care services, safety precautions, emergency response and other content training, improve normalized support and guarantee mechanisms, and strengthen service demonstration, skills guidance and resource support for rural elderly helpers. Strict service evaluation, strengthen quality and efficiency management, improve the content and methods of elderly assistance services, summarize and promote typical experiences and practices, and actively create a good atmosphere for the whole society to care for the elderly.
