In response to the local development of Longtan and in conjunction with the promotion of the third phase of Longtan Science Park, the Taoyuan City Government’s Urban Development Bureau continues to promote the overall development project of the agricultural area on the west side of Dachang Road. The project has a planned area of 11.81 hectares, including industrial areas, residences, social housing and transportation. Metropolis Development Changjiang Nanzhi stated that the Longtan Urban Planning Area is adjacent to the Longtan Science Park, and the residential area has been developed over 90%. In addition, there is a need for a national highway passenger transport relay station in the area. Therefore, it is planned to conduct overall development in the agricultural area on the west side of Dachang Road, with a total area of 11.81 hectares, of which 4.19 A dedicated industrial area has been designated for the development of tourism, artificial intelligence and other related industries. A transportation station and parking lot have also been set up. A residential area of 1.89 hectares and a social housing area of 0.59 hectares are planned, which are expected to provide housing for 1,444 people. The urban planning change plan for this case was reviewed and approved by the task force of the Urban Planning Committee of the Ministry of the Interior on December 17, 2020. Subsequently, the land expropriation review group of the Ministry of the Interior will review the feasibility of section expropriation. In 2024, the central government required the city government to first investigate the wishes of landowners. Therefore, the city government sent out questionnaires twice in February and October last year. The response rate was about 50%. There was a small gap between the proportion of landowners who agreed and those who disagreed, but neither party had a majority, and more than 40% of landowners did not express their position, which hindered the progress of the plan.
Lai Fangmei, chief of the urban planning section of the Metropolitan Development Bureau, said that as the Longke Phase III project continues to be promoted, the arrival of high-tech industries is expected to increase the demand for commuting, schooling, housing and life functions in the Longtan area. Therefore, the city government has listed the overall development project of the agricultural area on the west side of Dachang Road as a Longke Phase III related plan. Recently, the number of local inquiries about the development progress has increased again. The city government has taken this opportunity to conduct a new willingness survey and entrust professional manufacturers to help integrate local opinions, hoping to increase the proportion of landowners participating and expressing their opinions, and achieve the goal of more than half of the landowners agreeing.
Lai Fangmei said that the city government has sent out a willingness survey form and explanatory materials on September 18, and will hold two willingness survey briefing sessions at 2 pm and 6 pm on October 7 at Zhongshan No. 1 Citizen Activity Center in Longtan District. Both land owners and the public can participate. A work service station will be set up to provide on-site consultation. If the landowner's support is obtained and approved by the Metropolitan Committee of the Interior, the municipal land administration bureau will continue to handle the section expropriation.
