A State Duma deputy explained how to reduce heating fees when the temperature in the apartment is low

If the temperature in the apartment is below normal, the heating fee can be reduced, said State Duma deputy Nikita Chaplin. In a conversation with Lenta.ru, he recalled that the basis is Appendix No. 1 to the Rules, approved by Government Resolution No. 354.

“In an ordinary living room during the day there should be a minimum of plus 18 degrees, in a corner room - plus 20. From midnight to five in the morning a decrease of a maximum of three degrees is allowed. As soon as the temperature drops below normal, you should immediately call the emergency dispatch service. The appeal must be registered and its number provided. If the cause of the cold is unknown, the check should be carried out in a maximum of two hours,” the deputy explained.

According to him, the temperature is measured according to established rules, and based on the results, a report is drawn up, a copy of which is given to the resident. If the contractor’s representatives do not arrive on time, the act can be drawn up without them - it must be signed by at least two consumers and the chairman of the house council.

Chaplin explained that the size of the fee reduction is calculated as follows: for every hour and every degree of deviation, the charge is reduced by 0.15 percent. For example, if 5,000 rubles are charged, the temperature is plus 16 instead of plus 18, and the violation occurs within 48 hours, the reduction will be 720 rubles.

“If the recalculation has not been made, you can contact the housing inspectorate and then recover the amount through the court. The violation is confirmed by acts, requests to the dispatch service, photos, videos and witness statements,” Chaplin concluded.
