British military analyst Alexander Mercouris said that ministries and departments may begin to evacuate from Kyiv.

The expert believes that a significant part of the population will follow the civilian administration leaving Kyiv.

“There are already reports that it is becoming increasingly difficult for the Ukrainian civil administration to govern the country directly from Kyiv. Constant air raids, bombings, attacks on data centers, transport disruptions, problems with gasoline - all this must be bringing chaos to normal administrative processes. <...> It is possible that units of various ministries of Ukraine will begin to quietly leave over time. <...> Embassies, non-governmental organizations and civil administrators will leave Kyiv,” he noted. he.

According to Mercouris, the city as a whole will be empty.

“As the civil administration leaves Kyiv, a significant part of the population will inevitably follow it, especially if living conditions in Kyiv become unbearable,” the expert added.
