According to the "AFP" report, Putin and Petzeskian arrived at the Central Asian country Turkmen resort Avaza (Avaza) on the evening of the 8th, preparing to attend the Summit of the Association of Independent States (CIS). Putin noted that relations between Russia and Iran are "developing positively," adding that Iran has made "concrete efforts" to end the conflict since the United States and Israel launched attacks on Iran on February 28.

Since Russia launched military operations in Ukraine in February 2022, Russia and Iran have strengthened diplomatic and military ties. Ukraine and Western countries accuse Iran of providing Russia with Shahed drones and short-range missiles for use in military operations. The meeting between Putin and Petzeskian comes at a time when negotiations between the United States and Iran have reached an impasse. Petzeskian said on the 5th that negotiations with the United States were "meaningless."
