“作为能源领域的国家队成员，我们在服务高标准建设海南自贸港进程中抢抓政策机遇、实现企业发展。”在海南全岛封关半年之际，中石油海南销售有限公司(简称“海南销售”)董事长韩钊16日如是说。

海南自贸港建设正酣，这家1999年进驻海南、2017年完成央地合资改革的能源企业，正依托自贸港油气政策红利，从传统油品供应商向综合能源服务商加速转型。

在当日举行的海南自由贸易港企业获得感案例分享会上，韩钊分享了企业在与自贸港同频共振中，实现高质量发展的实践。

目前，海南销售主营成品油储运及批零销售、非油品销售和加油加气站(库)网络开发业务，同时还开展光伏、充换电、加氢、船燃航煤、跨境电商和国际贸易等新能源新业务。

油气深耕：筑牢自贸港能源补给“保障网”

能源是发展的血液，油品及新能源安全供给是自贸港运行的基石。海南自贸港特有的保税油加注业务，为海南销售的发展带来新机遇。

Hainan Sales has keenly seized the opportunity, establishing China National Petroleum Corporation (Hainan Yangpu) Sales Co., Ltd. and obtaining the "Bonded Marine Fuel Business Operating Qualification," achieving its first sale. Han Zhao stated that by leveraging China National Petroleum Corporation's industrial chain advantages, deepening internal cooperation, and integrating resources, the company is carrying out normalized bonded marine fuel supply business.

Opportunities are not limited to the sea. Hainan Sales has also secured the sole source procurement right for aviation kerosene from Hainan International Commercial Aerospace Launch Co., Ltd. – from the coast of the South China Sea to the Wenchang Aerospace Launch Site, a comprehensive energy supply system covering "sea, land, and air" has been initially established.

向绿图强：争做清洁能源岛建设“排头兵”

“绿水青山就是金山银山”，在海南有着最生动的诠释。海南提出2030年全域禁售燃油车，充电政策利好持续释放。海南销售将“绿色海南”作为战略支点，全力布局新能源赛道。

85座光伏发电站建成投运，公司成为中国石油首家实现碳中和的省区公司；115座充电站覆盖全省14个市县，2025年充电量突破1亿度，累计服务57.38万名车主。一组数据说明海南销售在绿色领域的积极作为。

Han Zhao stated that the company is actively participating in the development of the charging market. After three years of arduous efforts, it has now become a leading enterprise in Hainan's charging sector, providing charging services for over 4 million vehicle trips.

创新破局：勇当现代服务业“探索者”

Hainan Free Trade Port's institutional framework of "first line open, second line managed" continues to deepen, and the core policy dividends are accelerating their release, allowing Hainan Sales to find its "accelerator" and "new springboard" for development.

“我们看到了加工增值政策的广泛运用，正在发挥跨境电商全域保税、通关便捷优势，大力开展非油相关业务。 ”韩钊说，目前企业完成了2个加工增值项目的前期工作，开展境外公司可研评估工作。他表示，下一步企业将优选关税相对较高的商品进口到海南加工，实现全球采购、海南加工、全球销售。

在跨境电商领域，海南销售更敢于“第一个吃螃蟹”。韩钊说， 过去3年海南销售搭建了中石油销售系统内唯一一家自有跨境电商平台，通过跨境电商满足消费者的全球购买好物的需求。

未来期望：深耕主责主业，实现多元发展

“当前海南自贸港全岛封关运作，制度型开放红利持续加速释放，我们将打造原油生产与国际贸易双轮驱动的完整油气产业链。”韩钊说，“十五五”期间，在自贸港红利加持下，海南销售将打出一套多元发展的“组合拳”。

具体来看，企业将串联深海开采、临港储运、保税船燃等多元业态，依托零关税、加工增值、跨境贸易结算等政策优势，串联上下游配套业态，构建覆盖生产、储运、交易、分销的完整油气产业生态。
