Announcement of the General Administration of Customs on the Implementation of Mutual Recognition of "Authorized Economic Operators" (AEO) between China and Cambodia Customs

The "Arrangement for Mutual Recognition of the Chinese Customs Enterprise Credit Management System and the Cambodian Customs "Authorized Economic Operator" System between the General Administration of Customs of the People's Republic of China and the General Administration of Customs and Consumption Tax of Cambodia" (hereinafter referred to as the "Mutual Recognition Arrangement") will be officially implemented from September 15, 2026. The relevant matters are hereby announced as follows:

1. According to the provisions of the "Mutual Recognition Arrangement", China Customs and Cambodian Customs mutually recognize each other's "Authenticated Economic Operators" (AEO). Cambodian Customs recognizes Chinese Customs Advanced Certification Enterprises as mutually recognized AEO enterprises, and Chinese Customs recognizes AEO enterprises certified by the Cambodian Customs AEO system as mutually recognized AEO enterprises.

2. China Customs and Cambodian Customs will provide the following convenient measures to mutually recognized AEO companies when clearing imported goods: apply a lower import inspection rate; give priority to goods that require physical inspection; designate customs liaison officers to be responsible for communicating and handling problems encountered by AEO companies during customs clearance; after the main infrastructure is restored from trade interruptions, they are committed to providing fast customs clearance for goods imported from the other party's AEO companies to the greatest extent.

3. When a Chinese high-level certified enterprise exports goods to Cambodia, it needs to inform the Cambodian importer of the AEO code (AEOCN + the 9th to 17th digits of the unified social credit code, such as AEOCN123456789), who will declare in accordance with Cambodian customs regulations. The Cambodian Customs will confirm the identity of the Chinese Customs AEO enterprise and provide relevant convenience measures.

4. When Chinese enterprises import goods from Cambodian AEO enterprises, they need to fill in the Cambodian AEO enterprise code in the "Overseas Shipper Code" column in the "Overseas Shipper" column of the import declaration form and in the "Shipper AEO Enterprise Code" column in the water and air freight manifest. The filling method is "country code (KH) + 7-digit enterprise code", such as "KH2025008". China Customs confirmed the identity of the Cambodian AEO enterprise and provided relevant facilitation measures.
