In the future, Beijing City will be handed over to Shen Boyang, and Kaohsiung will be handed over to Lai Ruilong. In the future, Kaohsiung should not only compete and cooperate with Taipei, but also unite and work hard with Tainan. He personally strongly opposes what Legislative President Han Kuo-yu said earlier to build a Great Wall between Tainan and Kaohsiung. He further mentioned that former President Tsai Ing-wen planned the "Greater Southern Development Plan". After taking office, he proposed a specific plan, the "Greater Southern New Silicon Valley" plan, to establish a Southern Taiwan Science and Technology Corridor from the south of Chiayi to Pingtung, with Kaohsiung Gangshan as the center point.

Lai Ching-te emphasized that he would support Lai Ruilong's three policy directions, including building Okayama into a high-end smart city, strengthening the Kaohsiung MRT network, and building a southern Taiwan science and technology corridor. He would also support Lai Ruilong's urban renewal plan so that relatives and friends in Okayama would not have to leave their hometown.

He pointed out that from President Tsai Ing-wen to him, Chen Ju and Chen Qimai of Kaohsiung City worked hard, and it took 10 years to achieve some results. He asked everyone to support Lai Ruilong in the last mile. He described Lai Ruilong as honest, diligent, and outstanding in his performance.
