Arera updates the conditions of the Vulnerability Protection Service on a monthly basis based on the prices of the PSV wholesale market.
Gas bills for vulnerable customers are rising sharply again. In September, typical user spending increased by 12.7% compared to August, affected by the new rise in prices on the wholesale market. Arera communicates this in the monthly update of the conditions of the Vulnerability Protection Service, which affects approximately 2.3 million customers.
For September the value of the CMEM,m component, which covers gas supply costs, was set at 78.80 euros/MWh, equivalent to approximately 0.843 euros per cubic meter. The component is updated every month by the Authority based on the average of the day-ahead prices recorded on the PSV, the Italian wholesale market.
The increase in the raw material brings the overall reference price of gas to 162.02 euro cents per cubic meter, equal to approximately 1.62 euros, for the new vulnerable typical customer, identified by Arera as a family with average annual consumption of 1,100 cubic meters.
The energy component continues to represent the main part of the bill. The supply of gas accounts for 87.47 cents per cubic meter, 53.99% of the overall expenditure, while another 5.83 cents, equal to 3.6%, are linked to retail sales. Overall, therefore, gas accounts for 57.59% of the bill.
Transport and management of the meter are worth 24.19 cents per cubic meter, equal to 14.93% of the expense; general system charges account for 4.98 cents, 3.07%, while taxes reach 39.55 cents, equal to 24.41% of the bill.
The September update thus confirms the speed with which the movements of the wholesale market are transferred to the conditions applied to vulnerable customers: the value of the raw material used by Arera is in fact recalculated every month on the basis of the prices actually recorded at the PSV.
