The Russian government has approved a resolution on marketplaces on which government procurement for educational organizations can be carried out, the Cabinet of Ministers said in a statement.
Earlier, Advisor to the President of the Russian Federation, Chairman of the Presidential Council for the implementation of state policy in the field of supporting the Russian language and languages of the peoples of the Russian Federation, Elena Yampolskaya, said that kindergartens, schools and colleges from October 1, 2026 to September 30, 2028 will be able to make small-scale purchases through marketplaces.
“The government has established requirements for marketplace operators on whose electronic platforms state and municipal kindergartens, schools and colleges will be able to conduct government procurement,” the statement says.
According to the signed decree, such marketplaces must be included in the register of intermediary digital platforms, have a logistics infrastructure in at least 45 regions, and also have at least two suppliers of goods from the list of teaching aids required to equip educational organizations. This list was approved by order of the Ministry of Education as part of the implementation of the state program "Development of Education" and includes various furniture, appliances and equipment.
“The new norms make it possible to use the capabilities of digital platforms for a more convenient and prompt purchase of necessary goods. At the same time, the requirements for sites ensure reliability of supplies, a wide selection of goods and the availability of the necessary logistics infrastructure so that schools, kindergartens and colleges can quickly receive everything they need for their work,” said Deputy Prime Minister and Chief of Staff of the Government Dmitry Grigorenko.
The list of documents for marketplace operators applying for participation in government procurement, and the procedure for submitting them to undergo a compliance check, will be posted by the Ministry of Finance in the unified information system in the field of procurement. Documents must be submitted by November 2. The compliance check will last until the end of November.
Then the Ministry of Finance will create a list of marketplaces on whose sites government procurement can be carried out and submit it to the government for approval.
