On October 14, the Standing Committee of the Municipal Party Committee held a meeting to report that Huang Qifan was suspected of serious violations of discipline and law and was subject to disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Committee. Comrades present at the meeting unanimously expressed their firm support for the decision of the Party Central Committee and the decision of the Central Commission for Discipline Inspection and the National Supervisory Commission.

The meeting pointed out that the Party Central Committee decided to conduct a disciplinary review and supervisory investigation into Huang Qifan's suspected serious violations of discipline and law, which fully demonstrated the strong will and determination of the Party Central Committee with Comrade Xi Jinping as the core to continuously promote comprehensive and strict governance of the party and carry out the party's self-revolution to the end. Determination fully demonstrates the clear position that corruption must be fought against and corruption must be eradicated. It fully releases a strong signal that the anti-corruption struggle has no restricted areas, full coverage, and zero tolerance. It also reflects the great importance attached to Chongqing’s comprehensive and thorough elimination of the influence of corruption and the continuous restoration and purification of the political ecology. Party organizations at all levels and the majority of party members and cadres in the city, including retired cadres, must take a clear-cut stand on politics, and effectively unify their thoughts and actions to the spirit of the Party Central Committee's decisions and to the Party Central Committee's major strategic deployment of comprehensive and strict governance of the party. They must be particularly clear-headed and firm in the face of major issues of right and wrong and on issues of political principle, and firmly support the "two establishments" and resolutely achieve the "two maintenances" with practical actions.
The meeting emphasized that leading cadres at all levels in the city should learn lessons deeply, draw lessons from them, use cases as lessons, and sound the alarm. We must maintain absolute loyalty to the party, unswervingly regard resolutely safeguarding the authority and centralized and unified leadership of the Party Central Committee as the highest political principle, constantly improve political judgment, political understanding, and political execution, strictly abide by the party's political discipline and political rules, persist in using the party's innovative theory to focus on the soul, resolutely oppose the "seven things" with a high degree of political vigilance, continue to strengthen the "four consciousnesses," strengthen the "four self-confidences," and achieve "two safeguards." It is necessary to establish a correct view of power, political performance, and career, adhere to the fair use of power, use of power in accordance with the law, use of power for the people, and honest use of power, and effectively use thoughts and energy to seek development for Chongqing and benefit the people. We must strictly abide by the bottom line of integrity and self-discipline, conscientiously abide by the Party Constitution, Party rules and Party disciplines, always maintain a sense of reverence, resolutely fight against all kinds of unhealthy tendencies and corruption, resolutely guard political relations, power relations, communication relations, life relations and family relations, strictly manage family members, relatives and staff around them, be cautious in independence, be careful in beginning, be cautious in friends, be honest and do things cleanly.
The meeting emphasized that we must always maintain the sobriety and determination that comprehensive and strict governance of the party is always on the road, and the party's self-revolution is always on the road, resolutely shoulder the political responsibility of managing the party, adhere to the strict tone, strict measures, and strict atmosphere, and persist in advancing comprehensive and strict governance of the party with higher standards and more practical measures to provide a strong guarantee for the steady and long-term construction of a modern new Chongqing. We must pay close attention to comprehensively and thoroughly eradicate the influence of the poison, continue to repair and purify the political ecology, do a good job in warning and education on typical cases of violations of disciplines and laws, and use cases to promote reform and treatment, strengthen normalized analysis and judgment of the political ecology, fully integrate into the daily management and supervision of party organizations and party members and cadres at all levels, deepen the management of "Brother Pao" culture, dock culture, circle culture and Jianghu habits, and consolidate the upward trend of the city's political ecology with unremitting tenacity.
