The State Duma told who can get a free plot of land

Families with three or more children, women with the title of 'Mother Heroine', Heroes of Russia, Heroes of the Soviet Union, full holders of the Order of Glory and Heroes of Labor of Russia can receive a free plot of land.

There is no uniform list of conditions for obtaining a free plot of land for the entire country, and specific rules are established by the regions.

From 2026, women awarded the title of 'Heroine Mother' can receive a land plot of at least 0.08 hectares in the city and 0.25 hectares in rural areas.

MOSCOW, October 13 - RIA Novosti. Families with three or more children, women awarded the title "Mother Heroine", Heroes of Russia, Heroes of the Soviet Union and full holders of the Order of Glory, as well as Heroes of Labor of Russia can receive a free plot of land, State Duma deputy Alexander Aksenenko told RIA Novosti.

The parliamentarian noted that there is no uniform list of conditions for obtaining a free plot of land for the entire country.

“The most widespread category is families with three or more children. The Land Code provides for them the opportunity to receive a plot of land from state or municipal property for free, but specific conditions and procedures are established by each region. In particular, the subject can provide for a requirement that the family needs improved housing conditions, and also offer, with the consent of the family, another measure of support instead of land,” Aksenenko told RIA Novosti.

According to him, separate federal guarantees for receiving a land plot are provided for Heroes of Russia, Heroes of the Soviet Union and full holders of the Order of Glory, as well as Heroes of Labor of Russia and a number of other honored categories.

“Since 2026, federal law has also been provided for women awarded the title “Mother Heroine”. They can receive a free plot of land from state or municipal property: its area must be at least 0.08 hectares in the city and 0.25 hectares in rural areas. The specific procedure for provision is established by the region. Moreover, the plot is considered an in-kind benefit and is provided when choosing this form of support instead of a monthly cash payment,” he noted.

The deputy added that regions have the right to establish additional categories of beneficiaries. According to him, some of them have programs for providing land to CBO participants and their families, but the conditions here also vary.
