Why It Matters
Rising energy prices are linked to the war in the Middle East and impact variable price gas contracts.
With the current levels of gas tariffs on the free market, the average winter bill would cost around 860 euros for Italian families with variable price contracts, while it would be around 630 euros in the case of a 12 or 24 month fixed price contract. In view of turning on the radiators at home, Codacons has carried out a study on the increased costs caused by the strong growth in energy prices caused by the war in the Middle East.
The expenditure, however, changes from region to region due to different consumption resulting from climatic variability, urban planning differences and different degrees of methanization and would exceed 1,300 euros in Valle d'Aosta and Trentino Alto Adige, 1,180 euros in Lombardy, 1,095 euros in Veneto. The lowest expenditure was estimated by Codacons in Sicily, around 487 euros, and Campania, 494 euros.
If we take into account the upward trend in tariffs on the free market recorded by Istat, explains Codacons, the average winter gas bill for those with a variable price contract would be higher today by around 205 euros compared to that of December 2025/March 2026. The most penalized regions are those with the highest consumption of gas for heating, with an increase of +329 euros in Valle d'Aosta, +310 in Trentino Alto Adige, +281 euros in Lombardy, while in Sicily and Calabria the greatest winter expenditure would be less than 120 euros.
The bill for families is destined to worsen if energy prices on the markets were to undergo new increases, because there would be increases in gas tariffs for those with a variable price contract and for vulnerable users, warns Codacons.
The association's study is based on Arera data on the actual consumption of gas for domestic use and condominiums in the various Italian regions (referring to 2024) and the average prices charged by operators last winter (December-March period, including the items raw material energy, network and system charges, taxes and duties) on the basis of the offers actually chosen by consumers, and takes into account the increases recorded in the last month by Istat on the free market.
