Crimes reported in Italy decreased for the first time after four consecutive years of growth: in 2025 they were approximately 2.36 million, 1.8% less than in 2024, equal to 42,242 fewer crimes. Above all, thefts and robberies are decreasing, while scams and computer fraud are increasing. And among the negative data there is also the increase in minors arrested and reported (+34%). Milan is confirmed as the province with the highest incidence of complaints in relation to residents, followed by Florence and Rome. Oristano, on the other hand, records the lowest rate. These are the main results of the new edition of the Il Sole 24 Ore Crime Index, published today in the newspaper and on the website. The Index uses consolidated statistics from the joint database of the Public Security Department of the Ministry of the Interior and compares 106 provincial territories on the basis of crimes reported per 100 thousand inhabitants.

The national decline is mainly determined by thefts, which drop to 992,660, almost 62 thousand less than in 2024 (−5.9%). They return below one million for the first time since 2022 and represent 42.1% of reported crimes. In particular, thefts from parked cars (−16.2%), at home (−8.7%) and with dexterity (−6%) decreased. Robberies also decreased (−3.6%) and, among these, those in public streets (−7.7%). However, computer scams and frauds are on the rise, reaching 298,651 cases, 4.4% more than in 2024 and 40.8% more than in 2019. Damages are also growing, to 288,938 (+3.9%), beatings (+3.4%) and extortion (+1.4%).

Reports of sexual violence are decreasing (−2.8%) after years of progressive emergence of the phenomenon. Voluntary homicides dropped from 326 to 289 (−11.3%): the lowest value in the historical series since 1950, which only equals the 2020 figure recorded during the pandemic. Attempted murders decreased by 13.1%, to 993. The total number of crimes reported in 2025 remains 2.4% higher than in 2019. Provisional data for the first half of 2026 indicate a further decline of 9.9% compared to the same period in 2025.

The top ten positions for complaints per 100 thousand inhabitants are occupied, in order, by the provinces of Milan, Florence, Rome, Bologna, Turin, Rimini, Genoa, Prato, Venice and Livorno. A total of 47.4% of the crimes reported in Italy are concentrated in the territories of the 14 metropolitan cities. Milan exceeds 7 thousand complaints per 100 thousand residents and records an increase of 0.6% compared to 2024. Florence, second with 6,374 complaints per 100 thousand inhabitants, marks a decrease of 2.9%. Complaints also fell in Rome (−5.3%), Bologna (−0.3%) and Turin (−4.3%). At the other end of the ranking are Oristano, with 1,707 complaints per 100 thousand inhabitants (about a quarter compared to the figure for Milan), followed by Potenza (1,968), Enna (2,165) and Benevento (2,177).

Among the annual variations, Aosta records the most marked increase of 15.1%, with a rate of 3,306 complaints per 100 thousand inhabitants. The most pronounced declines instead concern Ragusa (-11.3%) and Rimini (-10.7%), the latter always present in the top positions in recent years. Finally, the decline in crimes in 2025 will cross much of the South. For example, the minus sign is found in eight out of nine Sicilian provinces, with the most marked declines in Ragusa (-11.3%), Catania (-10.5%) and Palermo (-9.2%). The island everywhere records volumes below the levels of 2019. Crimes are also decreasing in the Campania provinces, from Caserta (-4.8%) to Naples (-1.6%), in four of the six Apulian provinces and in four of the five Calabrian ones. The exceptions are Brindisi (+0.4%) and Cosenza (+2.3%).

In 2025, reports relating to minors reported or arrested reached 39,600, compared to 38,247 in 2024: 34% more than in 2019. They represent 4.7% of the total reports relating to people. For robberies in public streets, the share of minors reaches 25.8%. Sondrio records the highest incidence of reports relating to minors out of the provincial total (9.7%), followed by Modena (8.3%). Reports relating to foreign citizens reported or arrested are 292,820, equal to 35.1% of the total, compared to 34.7% in 2024. Milan, Rome, Turin and Bologna together account for 25% of reports relating to foreigners. In Prato the share of the provincial total reaches around 60%.
