A complex for grain processing and pasta production will be built in the Khoroshevsky district of Moscow

MOSCOW, August 19 – RIA Novosti. A modern production complex for grain processing will be created in the Khoroshevsky district of Moscow as part of the implementation of a large-scale investment project (MAIP), said Maxim Liksutov, Deputy Mayor of the capital for transport and industry.

“On the instructions of Moscow Mayor Sergei Sobyanin, the city is implementing a mechanism for large-scale investment projects that helps enterprises update production capacities and launch modern full-cycle complexes. A new stage in the development of one of these production facilities will begin in the Khoroshevsky district, where a four-story building with an area of ​​about eight thousand square meters will appear,” the press service of the capital’s Department of Investment and Industrial Policy (DIPP) quotes Liksutov as saying.

He added that Moscow Mill Plant No. 3 will organize deep processing of durum wheat grain there with a capacity of up to 400 tons of raw materials per day. Once the facility is put into operation, 75 jobs will be created.

In addition to premium and second grade flour, T-grade semolina and bran, the company will launch the production of a wide range of pasta products. Thus, the products will include spaghetti, noodles, feathers, spirals, stars, vermicelli, cones and farfalle. In addition, gluten-free pasta and wholemeal products intended for dietary nutrition will be produced here.

“Moscow is consistently developing the food industry, supporting both the creation of new and the modernization of existing enterprises. Today, there are more than 100 producers of bread, bakery and flour products, as well as flour in the capital, and Moscow Mill Plant No. 3 makes a significant contribution to the development of this area,” noted Anatoly Garbuzov, Minister of the Capital Government, Head of the DIPP.

According to him, the new complex will expand the geography of product supplies to all regions of the country and resume industrial production of candele pasta. Today they are represented on the domestic market mainly through imports.

Thus, from 2022, investors planning to construct industrial facilities within the framework of the MaIP can receive land lease at a preferential rate - one ruble per year.

“For the construction of the new building of the Moscow Mill Plant No. 3, the city has allocated about 0.5 hectares of land on 5th Magistralnaya Street - in close proximity to the existing production. This will significantly simplify the logistics of the enterprise. The construction site is leased at a preferential rate - only one ruble per year,” emphasized the Minister of the Government of the capital, head of the city property department, which is part of the complex of urban planning policy and construction of Moscow, Ekaterina Solovyova.

She explained that such a support measure will allow investments to be focused on creating modern production and equipping it with advanced equipment. At the moment, preparatory work is underway at the construction site.

Moscow consistently supports the development of food industry enterprises within the framework of the MaIP. Earlier, Sobyanin announced the opening of a modern production complex in the west of the capital, which became the first in-house production of the Coffeemania restaurant brand.

MIPs have been implemented in the city since 2016 and are one of the key tools for the development of the city economy. Thanks to them, investors have the opportunity to develop production, social and commercial facilities on preferential terms with obligations to create jobs.
