Qinghai: Taxation and invoice data in the first half of the year show new productivity characteristics, and the industry extends to deep processing

China News Service, Xining, September 10th (Reporter Sun Rui) On the 10th, Qinghai Province's "Starting the 15th Five-Year Plan" theme series press conference was held by the Provincial Taxation Bureau in Xining City. Taxation and invoice data in the first half of the year show that the province's salt lake and new energy industries do not rely solely on rising product prices to drive revenue. The industrial chain is extending into deep processing, and the characteristics of new productivity are gradually emerging.

In the first half of 2026, Qinghai Province's tax revenue increased by 11.42% year-on-year to 49.577 billion yuan (RMB, the same below), of which tax revenue was 25.832 billion yuan, a growth rate of 17.46%. Xining, Haixi and Development Zone contributed the main incremental contributions. The total invoicing scale of various business entities in the province reached 464.919 billion yuan.

Si Ping, a member of the Party Committee and Deputy Director of the Qinghai Provincial Taxation Bureau of the State Administration of Taxation, said that the invoice data reflects the structural changes in the industry: the sales revenue of potash fertilizer and inorganic salt manufacturing increased by 71.3% and 123.8% respectively. It is worth noting that the equipment procurement of Salt Lake enterprises increased by 28.8%, the procurement of productive services increased by 10%, and the sales revenue of the lithium battery downstream extension industry soared by up to 4.6 times, indicating that companies invested profits in technological transformation and expansion, and the industrial chain extended to downstream manufacturing links.

New energy and green computing power have become new growth poles. New energy power generation sales revenue increased by 31.7%, and green computing power serves more than 9,000 companies outside the province. The internal circulation capacity of the province's economy has been enhanced, the proportion of local product and service supply has increased by 1.7 percentage points, and the growth rate of export sales has outpaced purchases from outside the province. The cultural tourism market has recovered strongly, with revenue from the tourism, exhibition and service industry increasing by 97.9%; the proportion of plateau agricultural and livestock products exported increased by 4.9 percentage points. 1.6768 million people filed personal income taxes on wages and salaries, which confirms the stability of the employment market.

In the first half of the year, tax reductions and fee reductions and tax refunds of 1.93 billion yuan were supported for science and technology innovation and manufacturing, and export tax refunds (exemptions) were 317 million yuan. The proportion of green tax revenue in Qinghai Province exceeded 10%. On the regulatory side, the tax department relied on big data to identify 1,828 recurring invoicing risk entities and publicly exposed 10 tax-related illegal cases. The tax department stated that it will continue to use tax big data to track the construction of the "four regions" of industries and continue to cultivate new green tax sources.
