DPP Taoyuan mayor candidate Huang Shijie accepted an exclusive interview with this newspaper yesterday and talked about industrial policy. He emphasized that if he wins the election and enters the city government service, he will transform Taoyuan into a huge capacity to connect with the world and Taiwan through three aspects: "major upgrading of traditional industries", "layout of aerospace safety technology" and "development of international high-end technology service industry". Taoyuan has an international airport and will develop into an important cluster of Taiwan's aerospace industry based on the drone industry in the future.

Huang Shijie emphasized that Taoyuan City is often regarded as the industrial backstage of the Taipei metropolitan area, quietly producing components for global brands. Although it has a solid foundation in industries such as traditional machinery, metal processing, and electronic components, as well as semiconductors, AI servers, aerospace, and unmanned vehicles, the overall industrial environment faces structural difficulties such as "high output value, low added value," "old factories, backward environment," and "manufacturing but lack of integration."

Huang Shijie said that Taoyuan has an international airport, a complete manufacturing supply chain, the Chinese Academy of Sciences and important scientific research capabilities, as well as semiconductor, electronics, precision manufacturing and aerospace industry foundations. The conditions are more complete than many technology cities. "Taoyuan cannot only be a OEM forever."

He explained that future industrial policies should be promoted simultaneously in three major directions. First, for the major upgrading of traditional industries, we will promote the improvement of infrastructure in old industrial areas. We will set up a cross-bureau industrial upgrading project team to help manufacturers deal with issues such as land, construction management, fire protection, environmental protection, energy and central subsidies. We will connect local colleges and universities to promote "AI into factories" and assist small and medium-sized enterprises to introduce smart manufacturing, quality control analysis and automation technologies to transform traditional industries.

Assist enterprises to form Taoyuan team for real-life verification of unmanned vehicles

Taoyuan should also rush into the aerospace, unmanned vehicles, and dual-use technology industries. Huang Shijie said that Taoyuan has supply chains for precision machinery, motors, electronic components, communication equipment and national defense technology. Coupled with its international airport and scientific research advantages, the city government can integrate enterprises to form a "Taoyuan Team" in the future to plan real-world verification and testing sites for unmanned vehicles and help enterprises move from OEM to system integration, international certification and even independent brands.

Finally, to upgrade Taoyuan from a "manufacturing city" to a "technology service city", Huang Shijie plans to combine the existing foundations of Longtan Science Park, AI servers, semiconductors and Asian Silicon Valley, introduce international enterprises, R&D centers and technology service industries, and develop system integration, testing and verification, certification and smart application services, so that high value-added industries can truly stay in Taoyuan.
