Digital sovereignty has become a priority for the Russian Federation against the backdrop of technological limitations and the growing influence of IT.
MOSCOW, October 9 - RIA Novosti. Russia’s digital sovereignty is becoming the basis for global exports: Russia is ready to supply both a wide range of telecommunications equipment and ready-made platform solutions, said Veronika Nikishina, General Director of the Russian Export Center (REC, VEB.RF Group).
She took part in the plenary session “Digital sovereignty: from resource to export asset” as part of the II Global Digital Forum. The moderator was Ekaterina Berezovskaya, correspondent and presenter of the “Time” program on Channel One.
First Deputy Head of the Russian Presidential Administration Sergei Kiriyenko noted in his speech that the issue of digital sovereignty has become fundamentally important relatively recently, over the past four to five years. According to him, this is due to the growing influence of digital technologies on people and the cost of error, which is “becoming more and more dramatic.” Kiriyenko also emphasized that today there are no areas of life that are not affected by digitalization, and existing norms of international law do not guarantee compliance with the rights of a particular country. He called technological sovereignty a matter of the country's freedom to choose its own path.
Nikishina noted that Russia has a mature portfolio of digital solutions ready for export. In her opinion, we are talking about five key areas, including cybersecurity. Separately, she highlighted smart cities, solutions for urban infrastructure, housing and communal services and services for citizens, as well as technologies for medicine, agriculture and unmanned systems for various purposes.
“Sovereignty is not isolation, but complementarity of solutions in which Russia is already clearly a leader due to the fact that we have been taken out of our comfort zone. We are ready to help partner countries build their own systems and share competencies for independent development. Digital platforms require the integration of finance, trade and services into a single system, and this is the future of exports - in offering a comprehensive product,” Nikishina said.
She added that digital sovereignty involves developing your own systems while maintaining compatibility with others. Russia is ready to export both a wide range of telecommunications equipment and ready-made platform solutions. As an example of a mature digital product, Nikishina cited “My Export” (“Government Services of Foreign Economic Activity”), which combines a set of solutions and reduces the costs of companies, relieving them, among other things, of the need to travel to departments and collect papers.
Nikishina also emphasized that digitalization is a trend that one cannot lag behind and urged not to stop there.
The session was also attended by the Minister of Innovation, Science and Technology of Nigeria Kingsley Tochukwu Oude, Deputy Minister of Communications of Cuba Pablo Julio Feria, co-founder of the Cyberus Foundation and Positive Technologies Yuri Maksimov, High Commissioner for Digitalization of Algeria Meriem Benmuloud and Minister of Digital Development, Communications and Mass Communications of Russia Maksut Shadayev.
