The heating season begins no later than the next day after the required temperature conditions are reached and ends no earlier than one day after the average daily temperature exceeds eight degrees for five days.

Municipalities can start the heating season earlier or extend it if climatic conditions and the interests of residents require it.

Regional authorities are required to turn on heating in residential buildings and social facilities after the average daily air temperature outside remains below eight degrees for five days in a row, Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, told RIA Novosti.

The parliamentarian noted that the legislation does not fix specific calendar dates for the start and end of the heating season, leaving this decision to local governments. He added that the authorities are obliged to comply with federal regulations.

“The main criterion is the average daily temperature: if it stays below eight degrees for five days, heating in residential buildings and social facilities must be turned on no later than the next day. A similar rule applies at the end of the season: heating can be stopped no earlier than a day after the average daily temperature exceeds eight degrees for five days,” Koshelev said.

According to him, it is important to understand that the eight-degree threshold is not a hard date, but a minimum guarantee.
