Sanya is the core city of Hainan tourism and an important window to showcase Hainan’s tourism consumption environment. At a press conference held by the Hainan Provincial Information Office on September 30, Huang Zehe, deputy director of the Sanya Municipal Market Supervision and Administration Bureau, said that in the next five years, Sanya will take a multi-pronged approach to optimize the consumption environment so that tourists can buy with peace of mind and return with peace of mind.

Huang Zehe said that Sanya will pay close attention to areas where tourists complain a lot, such as seafood catering, tourist shopping, and wedding photography, and strictly investigate and deal with illegal activities that infringe on consumer rights; promote the standardization of tourism services, improve new business formats, and guide businesses to standardize their operations.

Supervision was upgraded simultaneously. Sanya will improve the classification and classification supervision of credit in the tourism market and create an integrated supervision model of "smart + credit"; rely on big data to accurately profile business entities, predict risks in advance, and collaboratively handle problems, so as to achieve both "no disturbance" and precise supervision.

In terms of rights protection, Sanya will build an online handling platform for free trade port consumer disputes, implement the "Internet + Consumer Rights Protection" mechanism, and use blockchain technology to make complaints traceable and mediation more efficient. It will implement a "mediation + arbitration" dual-track processing model, use AI to quickly generate mediation plans for simple disputes, and rely on multiple mechanisms for collaborative handling of complex complaints to protect the legitimate rights and interests of consumers with high standards and efficiency.

In response to complaints lodged by tourists after their departure and return, Sanya has introduced international consumer referral channels to promote joint collaboration between consumer protection organizations in the two places to solve problems such as language barriers, geographical separation, and different jurisdictions, so that overseas tourists can "leave Hainan and still safeguard their rights."

Huang Zehe said that Sanya will focus on building a number of "safe consumption" business districts and characteristic neighborhoods, and strive to have 30,000 safe consumers by the end of the "15th Five-Year Plan"; relying on safe consumption demonstration sites, create more new "tourism +" consumption scenarios, introduce high-quality cultural and tourism projects such as large amusement parks and high-end hotel clusters, and continuously enrich consumer supply.

In terms of advance compensation, Sanya has taken the lead in launching the physical operation of the safe travel platform in the country. Huang Zehe said that in the future, he will continue to optimize the advance compensation mechanism and expand more application scenarios.
