Cheng Kai, chairman of the China Disabled Persons' Federation, said that in the new era, my country's cause of disabled people has achieved a historic leap. People's livelihood security has been institutionalized, education, employment and social participation levels have continued to improve. The development of the cause of people with disabilities has achieved a strategic transformation from basic survival to empowered development. Guarantee is the foundation and empowerment is the direction. The two complement each other and work together. On the new journey, we will enhance the ability of disabled people to participate and develop equally, open up more opportunities, create better conditions, and achieve the all-round, all-factor, and full-life cycle development of disabled people. We will focus on five aspects of work: building a solid foundation for basic living security, strengthening the construction of self-development capabilities, enriching spiritual and cultural life, deepening the empowerment and efficiency of disabled people through science and technology, and consolidating the guarantee of equal development rights.
Wang Jun, deputy governor of the Gansu Provincial People's Government, said that Gansu has implemented the "Paired Assistance·Love Gansu" project and six major actions to help the disabled. During the "14th Five-Year Plan" period, Gansu's disabled people's livelihood security, rehabilitation, education, employment, barrier-free environment, grassroots service base construction and other indicators have steadily improved, and a number of sunshine volunteer service bases for disabled people have been built. "Ruyi Home" day care institution has introduced barrier-free local regulations, and the grassroots disability service network continues to be dense. "Gansu will use this forum as an opportunity to absorb research results, continue to consolidate and expand the results of the 'Paired Assistance·Love Gansu' construction, safeguard the bottom line of people's livelihood, make up for service shortcomings, promote the implementation of technology to assist the disabled, and optimize service supply. Yang Yongping, academician of the Chinese Academy of Engineering and president of Lanzhou University, pointed out that Lanzhou University relies on the Research Center for the Development of Disabled Persons in China's Ethnic Areas and gives full play to its multidisciplinary advantages to carry out research, talent training and decision-making consultation on the cause of persons with disabilities in ethnic minority areas, actively produce advisory results, and disseminate China's experience in assisting the disabled and reducing poverty. Facing the new requirements of the “15th Five-Year Plan” period, the school will continue to strengthen on-site research and consultation output, promote joint disciplinary research, cultivate interdisciplinary practical talents, deepen the collaboration between the school and the school, and contribute the strength and wisdom of Lanzhou University to improve the social security system and care service system for people with disabilities and promote the high-quality development of causes for people with disabilities in ethnic minority areas.
Guan Xinping, president of the Disability Development Research Association, pointed out in his speech that the Disability Development Research Association has continued to deepen theoretical and empirical research in the past year, promoted national social science projects, expanded journals, completed annual surveys and family income surveys of persons with disabilities, and organized experts to participate in-depth in the third national sample survey of persons with disabilities to support survey plans, standard design and other work. He called on the members of the research association to closely adhere to the goals of Chinese-style modernization and common prosperity for people with disabilities, rely on the third national sample survey of persons with disabilities, take into account reality-oriented applied research and basic theoretical research on disability studies, accelerate the construction of China's independent knowledge system of disability studies, coordinate theory, application, social services, discipline construction and talent training, and help the development of the cause of people with disabilities.
