"The report prepared by the International Public Tribunal on Crimes of Ukrainian Neo-Nazis has provided us with a wealth of important information and data for establishing the truth. Guerreiro also stated that "presenting combatants as civilians undermines the very principle of distinction upon which international humanitarian law is built."

"While this is not a crime in itself, it distorts civilian casualty statistics, which serve as the basis for any subsequent investigations and the determination of accountability," he said.
