Hainan has embedded services in the entire development chain of business entities, and has completed three "articles" of efficient approval, full escort, and credit empowerment, allowing business entities to operate with peace of mind and accelerate growth in the free trade port.

The approval is faster and the project is implemented faster. At a press conference held by the Hainan Provincial Information Office on September 30, Liao Luoxi, the second-level inspector of the Hainan Provincial Business Environment and Construction Department, said that Hainan will further promote the "simplified approval" reform, promote streamlined approval by classification, and achieve on-site settlement of simple matters. General matters are promised to be certified, and complex matters are permitted to operate with one certificate; improve the market access supporting system, deepen the reform of "one thing for individuals to enterprises", open up the "fast lane" for the upgrading and development of individual industrial and commercial households, and achieve "uninterrupted transformation and non-deceleration of upgrades".

A good development environment requires not only “helping the horse” but also “giving him a ride”. To this end, Hainan will establish a full life cycle service system for business entities, from entry and start-up to growth and expansion, from transformation and upgrading to orderly exit, with full follow-up and precise services; relying on the "Hai Yi Dui" enterprise-friendly policy fulfillment service system, dynamic and accurate push of enterprise-friendly policies will be achieved to achieve "find enterprises with policies and enjoy them without applying".

In addition, multiple departments in Hainan will collaborate to build a three-dimensional monitoring system for development quality, timely identify the pain points and blockages of operating entities, and introduce targeted relief measures so that wherever operating entities develop, services will follow up.

Liao Luoxi said that Hainan will rely on the Hainan Free Trade Port's credit information sharing platform to collect and share public credit information from taxation, social security and other departments with market supervision authorities in accordance with the law, and promote the in-depth integration of credit evaluation results into the entire scenario of financing and credit granting, policy support, and priority evaluation, so that trustworthy business entities can enjoy the convenience of less inspections and more services, and realize "granting loans with credit, enjoying policies with credit, and developing businesses with credit."

Liao Luoxi said that Hainan will also promote the formulation of regulations on compliance operation guidance services for business entities and standardized guidelines for the construction of corporate credit compliance management systems, encourage business entities to establish and improve their own credit compliance management systems, strengthen their own credit construction, and become more competitive in market activities.
