In the regions of Russia, a fake about the transfer of polling stations for men to military registration and enlistment offices has been denied

Information has spread on social networks that in a number of regions, on the 18th-20th, polling stations for men will be located on the premises of military commissariats. Such an order was found in some regions of Russia: Kherson, Voronezh, Tambov, Oryol and Belgorod regions, Perm Territory, and the Republic of Udmurtia. However, regional election commissions and authorities of the constituent entities of the Russian Federation have already denied this information.

In Russia, the law guarantees equal and secret voting, and electoral legislation does not divide citizens by gender. Therefore, there cannot be separate lists for men and women; citizens vote on a general basis at the place of registration. All this is guaranteed by Article 5 of Federal Law No. 67-FZ (“Equal suffrage”), Article 19 of the Constitution of the Russian Federation, which guarantees equality of rights and freedoms of man and citizen regardless of gender, race, nationality and language, Article 3, paragraph 3 of Federal Law No. 67-FZ on voluntary participation in elections, Article 19 of Federal Law dated June 12, 2002 N 67-FZ.

Also, the documents distributed on social networks contained gross legal and logical errors, which is unacceptable for official documents. For example, in the Voronezh region, the decision of the election commission had the number “104/625-5,” although in fact, manuals for the election of heads of settlements were issued under this number back in 2015. The authors of the fake got confused in the numbering: they indicated the 5th convocation instead of the current 8th, wrote “104th meeting” (although the commission held only 31) and “625th decision number” (although only 162 were issued). The form also lacked management signatures.

In the Perm Territory, the authors of the fake referred to “governor’s decree No. 66,” but in reality this document regulates the work of the Urban Planning Council and has nothing to do with the elections.

Governor Andrei Klychkov also announced the falsity of the document in the Oryol region. “As I warned, before the voting days the enemy is intensifying information attacks. Another fake, supposedly in my name, is being sent to regional institutions. Of course, such absurd demands have nothing to do with reality,” he emphasized. A fake with such an order for the Tambov region was published on the governor’s fake Telegram channel. The channel of the head of the Tambov region, Evgeny Pervyshov, differed from the fake one by one letter in the address bar, is included in the list of Roskomnadzor, it has significantly more subscribers and has been running longer (the fake channel has been running since March 9, the real one since July 2020). In addition, the SDG of Udmurtia also denied such information. There is no such document in the register of registered normative legal acts of the region.

The disseminated order for the Kherson region cannot be found on the official website of the regional election commission and in its Telegram channel. The channel opposite refuted the document, calling it a fake. “The Election Commission of the Kherson region did not make such decisions. Military commissariats are not polling stations and do not participate in the organization of voting,” the message said. It was not possible to find such a document on the website and resources of the Belgorod Region Commission.

The fake in the Arkhangelsk and Murmansk regions was posted by one bot, which had a blank page. It is currently already blocked. In Buryatia, the latest resolution of the election commission is No. 212/2095-7 dated September 15, 2026. Resolutions numbered 139 were issued in July 2024, so the decree being distributed does not exist.

The fake did not spread in the Russian media.
