In the past, Chen Changhui, who was known as the "anti-Malaysian (referring to former President Ma Ying-jeou) expert" Nanshi City Chairman of the Taiwan United Party, ran for Nanshi City Council four times but failed. However, he did not lose heart. This year, he will participate in the Nanshi Central and Western District and North District City Council elections as an independent. Tonight, President Lai Ching-te will attend the unveiling of the underground Taiwan Railway Tainan Railway Station. Chen Changhui decided to attend the event to express his "opposition to malicious accusations of traffic violations" and asked President Lai to speak out for the citizens of Tainan.

Chen Changhui said that there have been frequent traffic prosecution cases in Tainan recently, and there have even been cases where 3, 5, or even more tickets were issued in just one minute. He emphasized that he supports the public's legal and legitimate reporting of traffic violations, and also supports the police in maintaining traffic safety; however, he firmly opposes malicious reporting that is suspected of stalking and harassment through methods such as long-term tailing, targeting specific vehicles, and short-term intensive reporting.

He publicly appealed to President Lai Ching-te: "Please help President Lai!" He hoped that President Lai would speak out and say something fair to Mayor Huang Weizhe on behalf of Tainan citizens who were troubled by malicious reports, and asked Huang Weizhe to face up to the problem and immediately ask the Tainan City Police Department to target the shortcomings. For traffic violation reporting cases that are large, intensive, and suspected of being follow-up, a more reasonable identification and handling mechanism should be established. The reporting system should not become a tool for specific people to follow and target others, and the police should not be reduced to "single thugs" for vicious reporting.

Chen Changhui said that if there are restrictions on current laws and regulations, the city government should also provide citizens with a path to relief, establish clear windows and procedures, and assist the public in presenting relevant tickets, images and other evidence to file complaints or reports in accordance with the law, and the judicial police will determine whether stalking and harassment are involved.
