China News Service, Guangzhou, October 2 (Fang Weibin, Chen Wei, Fan Rong) Reporters learned on the 2nd from the third duty team at the Huangpu Border Inspection Station of the Guangzhou General Immigration Inspection Station that on October 1, the team efficiently completed the outbound border inspection service of the domestic first-type ammonia dual-fuel powered LPG/liquid ammonia transport ship "Andre", ensuring that the ship sailed smoothly on the National Day.
According to reports, the "Andre" ship was independently built by CSSC Huangpu Wenchong. It is the first domestic ammonia dual-fuel powered LPG/liquid ammonia carrier and the first domestic ammonia fuel special gas carrier classified by China Classification Society (CCS). It fills the technical gap in the field of high-end green and clean energy ship construction in my country.
The ship is equipped with an advanced ammonia dual-fuel power system, which can achieve near-zero carbon dioxide emissions in ammonia fuel operation mode. The carbon emissions throughout its life cycle are significantly lower than those of traditional LNG dual-fuel ships. It is a benchmark demonstration ship for my country's shipbuilding industry to implement the "dual-carbon" strategy of shipping.
In view of the overlapping of port services during the National Day holiday, the concentration of inbound and outbound ships, and the fact that the first voyage of this ship has high delivery standards, standardized inspection procedures, and tight timeliness, the third duty team at Huangpu Border Inspection Station proactively contacted the shipyard project team, ship agents, and on-board crew members to carry out information pre-review, data verification, and risk investigation in advance to clear customs clearance obstacles in advance. On the National Day, the third team on duty, under the premise of strictly adhering to the bottom line of national security, achieved rapid ship inspection and zero-delay release, ensuring that the ship sailed on schedule.
Shipping agent Liu Wuzhen said: "This ship is the first green ship type in China. It has high technical standards and high delivery pressure. It coincides with the National Day holiday. We were originally worried that the customs clearance progress would be affected. Unexpectedly, the border inspection police took the initiative to dock and perform their duties efficiently throughout the process, which greatly saved customs clearance time and provided good conditions for the ship. It provides a strong guarantee for the ship to be delivered on schedule." Wei Guangmin, the captain of the ship, said, "We are honored to be able to sail a domestically produced high-end green ship to the ocean. The professional and meticulous security services of the border inspection police make our voyage more secure."
Since the beginning of this year, the third team on duty at the Huangpu Border Inspection Station has accurately responded to the development needs of the ship intelligent manufacturing industry in the jurisdiction, continued to optimize the customs clearance guarantee mechanism for new ship delivery, refined and improved the "one ship, one policy" customs clearance guarantee model, and has provided special customs clearance services for 8 new ships. It has effectively guaranteed the entry and exit (port) border inspection services of more than 2,600 ships in the jurisdiction. In view of the characteristics of tight ship delivery schedule and strong node rigidity, the team regularly opens green channels for customs clearance on holidays and at night, minimizing the waiting time of ships in port, and fully escorting the ship manufacturing industry in the Guangdong-Hong Kong-Macao Greater Bay Area to improve quality and efficiency and smooth export delivery.
