Ryan was arrested in the Federal Police's "Operation Narco Fluxo" in April this year. The court ordered his release in May.
According to the PF, the scheme would work through the movement of resources linked to illegal betting, digital raffles and money laundering. In the court document, MC Ryan SP is named by the Federal Police as the "final beneficiary" of the investigated structure.

In this Friday's publication, the singer wrote:
"It was bad, huh, whoever focused only on tiger and forgot about funk. Let's go to the studio, there's still time. The stewardship is over. I always warned you: go grind. Focus on funk."
Tiger is a reference to Fortune Tiger, a game of chance that has a tiger as its "poster boy" and ended up becoming known as the "tigrinho game".
Ryan SP added by talking about his own experience with gambling and made reference to his arrest by the Federal Police, associating the organization's acronym with the singer Paula Fernandes:
"I haven't posted Tiger for a year now. Tiger has only caused me problems, Paula Fernandes breaking down my door, taking everything I had."
As g1 showed, "Jogo do Tigrinho" ended up invading hits from various genres, including funk, becoming common in lyrics of hits like "Let's Go 4".
But, in addition to compositions, artists also promoted platforms, some illegal. Even after the ban signed by President Luiz Inácio Lula da Silva (PT) this Friday, artists continued to promote the game.
This was the case of MC Rodolfinho, who shared an image encouraging his more than 1 million followers to deposit money on a platform. However, deposits are already restricted.

The ban on betting
The government of President Luiz Inácio Lula da Silva (PT) announced this Friday (25), in São Paulo, the total ban on fixed-odd betting in the country, known as bets. The ban also includes online games and virtual casinos in the country, such as "Jogo do Tigrinho".
The ban, made nine days before the elections, was formalized in a Provisional Measure (MP) signed by President Lula. The measure was published in an extra edition of the Official Gazette of the Union (DOU) this Friday.
🔎Provisional measures are issued by the federal government and sent to the National Congress. To become laws they definitively need to be voted on within 120 days in the Chamber of Deputies and the Federal Senate.
Lula also sent a bill to Congress that establishes penalties for those who explore, operate or publicize so-called bets (see more details below).
"I made the decision to take the necessary hard and drastic measure. It's like cancer, either remove the tumor, or the tumor will kill us. [...] It was a lot of fighting, it was a lot of discussion, it was a lot of let's do this, do everything, do nothing, do it halfway, no. Since we have to do it, let's do what has to be done. End the bets", said Lula.
The Minister of Finance, Dario Durigan, stated that as of this Friday, "no more money can be placed on the country's betting sites. The sites will be available for people, for bettors, to redeem the remaining balance until 11:59 pm on October 5th."
"So after the publication of this provisional measure, the accounts where betting platforms receive contributions from bettors will no longer accept any new contributions after the publication of the provisional measure", he continued.
Bettors will have until 11:59 pm on October 5th to voluntarily withdraw the money available on the platforms. If you are unable to withdraw by the 5th, the banks that operate for bets will make the refund between the 9th and 14th of October.
According to the government, bets will have between the 7th and 8th of October to inform the banks that operate the amounts that are in the accounts.
Until 23:59 on October 5th: Bettors can voluntarily withdraw balances from the platforms;
From October 6th: Websites and applications go offline;
Between the 7th and 8th of October: Bets must inform the banks that operate the amounts in the accounts by CPF;
Between October 9th and 14th: Full refund of balances (via banks);
From October 14th: In case of impediment, Caixa will mediate the refund to bettors.
Sanctions for those who fail to comply with the determinations range from warnings to fines that can reach R$2 billion, in addition to partial or total suspension of activities, in the case of legal entities.
The provisional measure also provides for the withdrawal of all advertising, advertising and marketing activities for bets, both in physical and digital media, until 11:59 pm on October 5th.
According to the government, the same deadline will be given for the withdrawal of brands arising from sponsorship contracts.
After the publication of the measure, new betting advertising will no longer be permitted.
Furthermore, the government announced that there will be a reinforcement in the structure of the Ministry of Justice. A new coordination will be created in the Federal Police dedicated to asset recovery and money laundering and a structure with the same purpose in the Digital Rights Secretariat (Sedigi).
From now on, both will work to combat betting.
Starting this Friday, new concessions, permissions and authorizations for the operation of fixed-odd betting lotteries will be prohibited. Requests for concession, permission and authorization to operate fixed-odd betting lotteries that have not yet been decided will be affected.
Furthermore, concessions, permissions and authorizations for the operation of fixed-odd betting lotteries granted based on the previous law will be terminated within 30 days.
The initiatives are part of a package of economic actions aimed at combating the debt of Brazilian families, announced during an event in São Paulo.
The offensive against betting occurs in the final stretch of the first round of elections, in the wake of a series of criticisms made by the president against betting.
This week, during his opening speech at the United Nations (UN) General Assembly, Lula stated that platforms turn "addiction into profit" and are "destroying homes."
In recent days, the PT member has reinforced his tone in campaign events. During an event in Recife (PE) this Friday, after saying again that he will put an end to betting, the candidate for re-election stated that "it is not right to spend what you don't have to try to win what doesn't exist".
Crimes and penalties
g1 had access to the draft of the project that must be sent to Congress by the Executive.
🚔According to the draft proposal, exploring or operating so-called "fixed odds bets", by any means, will become a crime punishable by imprisonment for 4 to 6 years, in addition to a fine.
The punishment will be applied even if the agent has authorization from a foreign authority.
The proposal foresees extending the same penalties to those who offer, receive, register, mediate, provide or manage betting channels and establishments.
The punishment, if the text is approved by Congress, will be increased by one third if the object of the bet is a virtual online gaming event, such as the popular virtual casinos, such as the "tigrinho game".
In addition to direct exploitation, the project that must be sent to the Legislature criminalizes activities related to betting:
Disclosure and advertising: advertising, publicity or marketing to encourage betting will be punishable by 2 to 4 years in prison and a fine. The same sanction will be applied to anyone who recruits bettors or monetizes this type of advertising. The text emphasizes, however, that the format will not apply to content of a journalistic, informative, educational, academic, scientific or critical nature.
Use of personal data: the provision, commercialization or segmentation of lists of personal data for the purpose of targeting betting advertising will also be punished with imprisonment for 2 to 4 years, with aggravating circumstances if the data involves the bettors' history of losses, diagnosed gambling disorders or information from children and adolescents.
Financial facilitation and platforms: institutions or agents that carry out transactions, process or store betting payments, knowing their origin, as well as developers and distributors of applications and online betting platforms, may also be subject to sentences of 2 to 4 years in prison.
The option of sending a bill to Congress by the Executive to classify crimes occurs because the Constitution does not allow the issuance of a provisional measure that deals with matters of criminal law.
