Curi was elected federal deputy with 133,626 votes across the state, finishing as the 14th most voted in Rio de Janeiro.
One year of the mega-operation: this report is part of a g1 series on the consequences of the action carried out on October 28, 2025 in the Penha and Alemão complexes, with 122 deaths.
Megaoperation Containment, carried out on October 28, 2025, mobilized around 2,500 Civil and Military police officers and became the most lethal in the history of RJ. The actions of the public security leadership gained wide exposure during and after the action, which became part of the political debate on the fight against organized crime.
In addition to Curi, two other police officers linked to the operation were also elected: former Secretary of Military Police Marcelo de Menezes Nogueira, Colonel Menezes (PL), for state deputy, and delegate Bernardo Leal (PP), who was seriously injured during the police action in the region and also won a seat in the Legislative Assembly of Rio (Alerj).
The electoral results make it possible to measure the votes of these candidates in the areas selected for the survey, in addition to recording their performance in neighborhoods close to the complexes where the clashes took place.
The survey carried out by g1 based on TSE data gathered the nominal votes of candidates in electoral zones 21, 161, 162 and 188. The Electoral Court organizes the electorate by zones and sections, but the same zone can include voting locations in different neighborhoods. Therefore, the results do not correspond exclusively to residents of the Alemão and Penha complexes.
Zone 21 covers parts of Bonsucesso, Olaria, Penha, Penha Circular, Ramos and Manguinhos. Zone 161 comprises Penha, Penha Circular and part of Brás de Pina. Zone 162 includes areas of Parada de Lucas, Cidade Alta, Cordovil, Brás de Pina and Vigário Geral. Zone 188 covers part of Penha, Grotão and part of Olaria.
Felipe Curi received 307 votes in zone 21, 215 in zone 161, 580 in zone 162 and 661 in zone 188. The total reaches 1,763 votes, equivalent to approximately 1.32% of the 133,626 votes he obtained across the state.
In zone 21, which includes parts of surrounding neighborhoods, Curi received 307 votes and was the 3rd most voted. In this electoral zone, Curi was 26 votes behind the 2nd place, the elected deputy Luis Carlos Gomes (Republicans) and 241 votes behind the first, the re-elected deputy Sóstenes Cavalcante (PL).
In zone 161, which covers Penha, Penha Circular and part of Brás de Pina, there were 215 votes. Curi was the 6th most voted in this electoral zone.
Among voters in zone 162, which includes areas of Parada de Lucas, Cidade Alta, Cordovil, Brás de Pina and Vigário Geral, 580 chose to vote for Curi. The former secretary was the 2nd with the highest number of votes in this area, second only to Sóstenes Cavalcante.
In zone 188, which covers part of Penha, Grotão and part of Olaria, there were 661 votes for Felipe Curi. He came in 3rd place among voters in this electoral zone, behind Mariana de Souza (PP), who was not elected, and Sóstenes Cavalcante.
When explaining why he decided to run for a seat in the Chamber of Deputies, Curi related his experience in the Civil Police to defending changes in criminal legislation. "The only way to change this reality is politics through updated laws that will really provide answers for the population," said Curi.
Marcelo de Menezes Nogueira, Colonel Menezes (PL), former secretary of the Military Police, was elected state deputy with 46.7 thousand votes throughout RJ. In the 4 electoral zones analyzed, he received 15 votes in zone 21, 38 in zone 161, 38 in zone 162 and 56 in zone 188. Added together, the results reach 147 votes.
Delegate Bernardo Leal (PP) was elected state deputy with 57,254 votes across the state. In the four electoral zones surveyed, Leal received 22 votes in zone 21, 25 in zone 161, 21 in zone 162 and 48 in zone 188. The total was 116 votes.
Together, Curi, Menezes and Leal received 2,026 votes in the four selected electoral zones. The three were elected to legislative positions in 2026, after having held positions or gained visibility in actions related to public security in Rio.
Megaoperation Containment was carried out on October 28, 2025 in the Alemão and Penha complexes, in the North Zone of Rio. Around 2,500 agents from the Civil and Military police participated in the action, which aimed to execute arrest warrants and combat the activities of the Red Command.
The final balance released by the state government showed 122 deaths: five police officers and 117 people identified as suspected of involvement in drug trafficking. The operation also ended with 113 prisoners and the seizure of 91 rifles, as well as other weapons and drugs.
