The Ministry of Finance authorized, this Friday (14), five credit operations, with guarantees from the Union, to five states: São Paulo, Piauí, Maranhão, Pernambuco and Rondônia. The deadline for entities to sign loans with federal financial institutions – in particular, Banco do Brasil, Caixa Econômica Federal and Banco Nacional de Desenvolvimento Econômico e Social (BNDES) – ends on September 7, due to the electoral period.
In an interview with journalists, the Minister of Finance, Dario Durigan, detailed the first allocation of resources released in loans, according to projects presented by the states.
1. São Paulo: R$5.4 billion taken from Banco do Brasil, with the Union's approval, for urban mobility projects (subway and train lines), including the extension of Line 5-Lilac, the expansion of Line 6-Orange, improvements to Lines 8-Diamante and 9-Emerald, modernization of Lines 11-Coral, 12-Safira and 13-Jade, in addition to crossing works water resources and also the Tamoios highway project.
2. Piauí: R$4.9 billion in credit from Banco do Brasil, aimed at investments in transport infrastructure (roads), urbanization works, water resources, digital transformation, investment in state-owned companies, in addition to actions in the areas of agriculture, culture and sport.
3. Maranhão: R$1.3 billion, operation with Banco do Brasil for road infrastructure works.
4. Pernambuco: R$985 million loan from Caixa Econômica Federal, allocated to the Sustainable Development and Economic Growth Program, with a focus on water infrastructure and basic sanitation.
5. Rondônia: R$323 million from Bradesco, for investments in road and urban infrastructure, including increased public lighting, revitalization of squares and improvements to parks and sports complexes.
Pressure
The release of the loan occurred hours after the government of the state of São Paulo called the Federal Supreme Court (STF) to demand the Union's guarantee of local urban mobility works.
After questions from journalists about the speed of this federal authorization, the Minister of Finance, Dario Durigan, said that there was haste on the part of the São Paulo government because the evaluations were already underway. He also dismissed pressure on the ministry's decisions.
"We will never work under pressure, but rather to clarify a rite that works, has always worked and will continue to work with the federative spirit. No action in the Supreme Court, from any state, interferes with our internal processes", he stressed during the interview.
Federative cooperation
The Minister of Finance, Dario Durigan, celebrated the federative cooperation and stated that the granting of Union guarantees to promote credit is a strategy for states and municipalities to advance in infrastructure and regional development.
“The Brazilian economy is growing above expectations precisely because states and municipalities have investment conditions,” said Finance Minister Dario Durigan.
In the balance made by the minister, the Union has already provided guarantees for credit operations worth R$ 270 billion, since 2023.
Durigan also clarified that other credit operations with Treasury guarantees requested by other states and municipalities are still undergoing technical analysis by the federal government and should be announced in batches to enable investments in infrastructure and regional development.
