Ömer Bolat was born on August 30, 1963 in Istanbul. He completed his primary and commercial high school education in Istanbul. He graduated from Marmara University, Faculty of Economics and Administrative Sciences, department of international economic relations in 1984. He completed his master's degree at the European Institute of the University of Amsterdam in the Netherlands. He graduated from the master's level International Economics and Business program at the Institute of World Economy at the University of Kiel in Germany. He completed his doctorate on "European Monetary System" from Marmara University European Community Institute in 1989. He received the title of "Associate Professor" in 2014 and "Professor" in 2019.
He worked at the Economic Development Foundation and MÜSİAD. He served as the Chairman of MÜSİAD between 2004 and 2008. He served as General Coordinator (CEO) at Albayrak Group from 2000 to 2023.
