The "Make Up" operation, launched by the Federal Police on Thursday (10), presented a series of connections between textbook distributors, federal deputy Mário Frias (PL-SP) and entities linked to the film "Dark Horse". Some of these publishers are located in Fortaleza, Ceará, and were the targets of search and seizure warrants by the PF. Ceará native Dayvid Moreira Medeiros, owner of publishing houses in São Paulo, was also targeted by the PF, as well as his companies.
At the center of the investigation is the Instituto Saber Brasil (ICB), chaired by Karina Ferreira da Gama, producer of the biopic of former president Jair Bolsonaro. The ICB signed contracts with public entities to carry out social projects and then subcontracted companies to carry out these projects, in processes described by the PF as suspicious or fraudulent. Among the companies suspected of involvement in the scheme are the publishers of Dayvid, HD Cultural and Dinâmica Editora.
According to the court decision that supported the PF's operation, the money from the parliamentary amendments sent by Frias traveled through a "closed circuit" between the companies investigated with the aim of fragmenting the transfers and making traceability difficult.
According to g1, of the 49 search and seizure warrants carried out in the Make Up operation, seven were carried out in Ceará, in the municipalities of Fortaleza and Aquiraz, at addresses linked to other publishers and their respective co-owners - most of them family members of Dayvid Moreira Medeiros. In Ceará, among the targets of search and seizure warrants were:
Daywson Moreira Medeiros, co-owner of Mecla Soluções Educacionais (trade name of Mecla Editorial), Dayvid’s brother;
Georgia Helena Medeiros Lira, co-owner of Mecla Soluções Educacionais (trade name of Mecla Editorial), sister-in-law of Dayvid and wife of Daywson;
Ana Patrícia Aguiar Santos, co-owner of Cometa Livraria, had a search and seizure warrant served in the Quintino Cunha neighborhood, in Fortaleza; her family connection with Dayvid and Dawyson was not reported, but her company operates at the same address as the two brothers' former company;
The headquarters of Mecla Soluções Educacionais (Mecla Editorial) owned by Dawyson Moreira Medeiros and Georgia Helena Medeiros;
The headquarters of Cometa Livraria, in the Quintino Cunha neighborhood, owned by Ana Patrícia Aguiar dos Santos; Cometa Livraria operates at the same address as Gráfica Dinâmica, Dayvid and Dawyson's former company.

Search and seizure warrants were also executed against Dayvid Moreira Medeiros, identified by the PF as a "central figure in the editorial group" hired by the ICB. Dayvid's two companies, Editora HD Cultural and Dinâmica Editora, are headquartered in Rio Claro (SP). g1 was unable to confirm whether the warrants against Dayvid were served in Ceará or São Paulo.
The PF investigation revolves around diversion of resources from parliamentary amendments to several people related to Mário Frias and companies or entities linked to these people. Among them, Karina Gama's ICB. In 2025, the entity received R$2 million from two parliamentary amendments by Mário Frias to carry out digital education and combat sports projects in Pirassununga (SP).
The institute then subcontracted companies to carry out the projects, which, according to the PF, were never fully completed. Dinâmica Editora, owned by Dayvid Medeiros, received R$400,000 in one of these projects, whose material would have been produced by HD Cultural, also owned by Dayvid, but the project itself was never executed by ICB.
Cometa Livraria, which operates at the same address as Dayvid and his brother Dawyson's former company, would have helped in the fraudulent "bid" by ICB that chose Dinâmica Editora. "There is therefore strong evidence that there was an assembly in the price research, which was already, from the beginning, aimed at hiring Dinâmica Editora", pointed out the Federal Police, in a document obtained by g1.
The role of Mecla Soluções Editoriais in the scheme was not explained in the document to which g1 had access, however, the Federal Police highlighted that the company moved tens of millions of reais in a few months, most of them in transactions with Cometa Livraria.
The document also does not explain whether Dayvid Medeiros or Dawyson Medeiros had a direct relationship with Mário Frias, but Dayvid was a partner of Heric Fabiano Dias, owner of NTT Brasil, who transferred R$750,000 to the "Dark Horse" producer. (Understand below)
Heric is also the brother of Pamella Cristiane Dias, owner of the Instituto Super Poder Educacional. Both she and the institute were targets of the PF operation. Pamella also works as editorial coordinator at HD Cultural, a company owned by Dayvid Medeiros, Heric's former partner.
In the court decision that authorized the Make Up operation and the search and seizure warrants, the Minister of the Federal Supreme Court (STF) Flávio Dino also prohibited the publishers HD Cultural, Dinâmica Editora, Cometa Livraria, Mecla Soluções Educacionais, Instituto Super Poder Educacional and NTT Brasil from participating in any tender involving public authorities.
g1 sought out Dayvid Medeiros, Daywson Medeiros, Georgia Helena, Mecla Soluções Educacionais and HD Cultural to comment on the operation. The report will be updated when there is a response. The report was unable to locate Ana Patrícia Aguiar and Cometa Livraria.
Project not executed

In February 2025, the ICB's Jovem Empreendedor project received R$1 million from the Ministry of Science, Technology and Innovation, following a parliamentary amendment by Mário Frias, to develop educational materials for 2,250 public school children and train 250 multipliers. The books ordered from publishers were delivered, but the project was never implemented.
The project was scheduled to be implemented in Pirassununga, in the interior of São Paulo. The ICB then hired a company to provide the teaching kit consisting of three textbooks. There would be 2,500 kits, at a cost of R$400,000. Dinâmica Editora, from Ceará's Dayvid Moreira Medeiros, based in Rio Claro (SP), was hired to carry out the project.
According to the Federal Police, it competed in a false tender opened by the ICB, in which the other "competing" companies were also linked to Dayvid. The four companies that "competed" were:

In the end, Dinâmica Editora was selected, but the material was produced by HD Cultural. An invoice was issued in February 2025, but the books were only delivered in June 2026, more than 465 days after the invoice, after the ICB was charged by the ministry. The deadline for carrying out the project, however, had ended in January 2026, and the target audience never received the material.
In the same R$1 million project funded by Mário Frias' amendment, R$300,000 was allocated to the production of the "digital" pedagogical kit. In this second "tender", almost the same companies competed:

In the end, the Instituto Super Poder Educacional was selected, whose address registered with the CNPJ is the same as a clothing store in Guarulhos (SP). The company hired for R$300,000 delivered 10 video classes on an online platform. Together, the 10 videos accumulated 7 views, which was considered by the investigation as "incompatible" with the project's goal of 2,500 people.
Publishers moved millions
The publishing house Cometa Livraria, located in the Quintino Cunha neighborhood, in Fortaleza, was created in 2022. According to the Federal Police, since then, that is, a period of four years, the micro-company has received more than R$36 million in resources from Fundeb and the National Education Development Fund (FNDE).
Between May 2025 and April 2026, Cometa Livraria received and subsequently transferred more than R$28 million. Most of the resources, according to the PF, come from contracts with city halls and education departments in the Northeast. The Federal Police did not show signs of illegality in these contracts, in the document obtained by g1.
Of this R$28 million, the majority was transferred to Dayvid and Dawyson's family publishing houses, which are effectively responsible for producing the textbooks delivered to city halls, since Cometa would only act as a distributor.
The Federal Police did not point out any illegality in the transfers, but drew attention to "the high volume of cash withdrawals" with values of R$49,991, a value below R$50 thousand, an amount that, when withdrawn, generates notification to the monetary authorities.
In March 2026 alone, R$549,000 were withdrawn in 11 withdrawals. For the Federal Police, the withdrawals are "indications of an attempt to circumvent the control systems" and the period in which they occurred is "compatible with the facts investigated", but the PF did not explain whether the money is directly related to the suspicions of misuse of parliamentary amendments by Mário Frias.
NTT transfer for 'Dark Horse'

The PF points out a possible indirect connection between resources related to the ICB, companies linked to Heric Dias' business group, NTT Brasil and Go Up Entertainment, responsible for the film "Dark Horse".
Dinâmica Editora and Instituto Super Poder Educacional are mentioned as members of the same business group: Dinâmica belongs to Dayvid Medeiros, while Super Poder Educacional is in the name of Pamella Cristiane Dias, who is also presented as editorial coordinator of HD Cultural, another company owned by Dayvid Medeiros.
Together, Dinâmica de Dayvid and Super Poder Educacional de Pamella received together around R$700,000 from the ICB. Subsequently, NTT Brasil, managed by Heric Dias, who was once a partner of Dayvid, transferred R$750,000 to Go Up during the same period in which the film was being filmed.
The PF itself points out, however, that the available elements do not allow it to be stated that the R$750,000 transferred by NTT originated directly from resources received from the ICB. However, for researchers, the coincidence between values and the temporal proximity of operations are relevant circumstances for financial analysis.
