PF and CGU comply with 49 warrants in Make Up operation against deviation of parliamentary amendments

The Federal Police and the General Comptroller of the Union carried out 49 search and seizure warrants in the Federal District, São Paulo, Rio de Janeiro and Ceará. In Brasília, agents were at the house of deputy Mário Frias, from PL. The police officers left the scene late in the morning with bags full of documents.

At another address linked to the deputy, also in Brasília, the police found seven weapons that, according to the PF, were at an address different from that reported in the registry. The police seized the weapons and a car. The agents located Mario Frias in São Paulo and seized his cell phone.

Also in São Paulo, the PF searched the addresses of businesswoman Karina Gama and two NGOs chaired by her: the Instituto conhecimento Brasil and the Academia Nacional de Cultura. Karina is the owner of the production company Go Up, responsible for producing the film “Dark Horse”, about former president Jair Bolsonaro. Go Up was not the target of the warrants.

STF minister Flávio Dino authorized the action this Thursday (10) a week ago, on September 3rd. The operation, called Make Up, investigates a scheme to embezzle public resources. According to the Federal Police, a criminal organization made up of public and private agents had used companies to receive parliamentary amendments without proving the execution of the contracted services. The PF states that the attempted diversion of resources occurred between April 2024 and July 2026.

The Federal Police are investigating 29 people, including businesspeople and employees of companies suspected of hiding embezzled public money. According to the PF, Mario Frias is the author of two parliamentary amendments suspected of deviations. The transfers total R$2 million. According to the PF, the deputy is part of the political core of the scheme and maintains close relationships with people and companies benefiting from public resources.

Businesswoman Karina Gama, according to the police, plays a central role in the management of entities responsible for executing projects financed with resources from parliamentary amendments. It is also identified as one of the main links between beneficiary organizations and contracted suppliers.

By order of Flávio Dino, all those being investigated are prohibited from leaving the country and cannot talk to each other. They may be liable for misappropriation of public resources, criminal organization, crimes in public tenders, money laundering and forgery of documents.
