The Federal Police listed a series of face-to-face meetings, calls and direct message exchanges between senator Flávio Bolsonaro (PL-RJ) and former banker Daniel Vorcaro, owner of Master.
The data appears in a PF report, drawn up from the extraction of Vorcaro's cell phone and Coaf's financial intelligence reports.
According to investigators, the elements indicate that Flávio did not just act as a third party mentioned in negotiations, but rather as a direct interlocutor of Vorcaro to facilitate financial contributions for the production of the biopic of former president Jair Bolsonaro, a work entitled 'Dark Horse'.
Regarding this investigation, Flávio Bolsonaro, after denying that he had asked Vorcaro for resources to produce the film, confirmed that he requested funds from the former banker.
The PL candidate for President also said that contacts with Vorcaro were part of a private relationship to attract sponsorship. He denied having received any amount directly or committing irregularities.
The PF points out that the senator's work ranged from charging for late transfers to face-to-face meetings and close monitoring of the recording schedule.
The chronology of contacts, according to the PF
According to the timeline created by the PF, the direct relationship between the senator and the banker intensified in the second half of 2025:
August 20, 2025: first direct record of an exchange of messages between Daniel Vorcaro and Flávio Bolsonaro. The banker arranges a time ('21 could be') and Flávio responds affirmatively, informing at 9:47 pm that he was 'on his way', indicating a face-to-face meeting, according to the investigators.
September 8, 2025: Flávio sends an audio to Vorcaro demanding outstanding payments for the film. The senator expresses fear about default and the risk of defaulting on prestigious figures in North American cinema, mentioning by name the protagonist actor Jim Caviezel, who plays Jair Bolsonaro, and director Cyrus Nowrasteh. Vorcaro responds by apologizing for the situation and promises to resolve it the next day.
September 15, 2025: businessman Thiago Miranda tells Vorcaro that Flávio wanted to meet him in person to show him the recorded material, proposing a meeting at the banker's residence in Brasília. Vorcaro agrees.
September 16, 2025: record of a telephone call between Vorcaro and Flávio Bolsonaro. The date coincides exactly with the last financial remittance of US$1.66 million made by Entre Investimentos to the Havengate Development Fund in the United States, as determined by Coaf.
September 17, 2025: new exchange of messages between the senator and the banker suggests holding another face-to-face meeting ('14:30?'). Additional attempts at in-person scheduling took place on the 23rd and 24th of the same month.
October 22, 2025: Flávio alerts Vorcaro that the project was already on the third day of filming and that the production was 'at its budget limit'. The parliamentarian asks that, if the contribution was not viable, the banker would notify him immediately so that he could find 'another path urgently'. On the same day, Vorcaro replied that he would look into the matter and that he had released another installment. Then, Flávio invites him to dinner in São Paulo with Jim Caviezel and Cyrus Nowrasteh.
End of October and beginning of November 2025: Thiago Miranda questions the banker again, warning that the payments supposedly made had not reached recipients abroad.
November 7, 2025: Flávio sends a video of the production to Vorcaro with a message of thanks, saying that the film would only be made because of his support: 'You're missing out, brother! All of this is only possible because of you!'.
November 16, 2025: on the eve of the police action, Flávio tries to call and sends messages to Vorcaro: 'Brother, I am and will always be with you, there's no half a conversation between us. I just need you to give me some light! Abs!'. The banker reacts with a single view image and Flávio ends with 'Amen'.
November 17, 2025: around 10 pm, Daniel Vorcaro is arrested by the PF when trying to board a private jet headed abroad. The following morning, the PF launches the first phase of Operation Compliance Zero.

In the report, federal agents highlight that the dynamics investigated require in-depth investigations to clarify five central points.
Origin of resources: where the amounts to subsidize the film came from;
Intermediary companies: the reason for using the company Entre Investimentos e Participações, linked to businessman Antônio Carlos Freixo Júnior, the 'Mineiro', as a resource bridge;
Funds in the USA: what is the real function performed by the Havengate Development Fund LP, registered in Texas.
Final beneficiaries: who actually received the amounts sent abroad;
Division of roles: the concrete role of Flávio Bolsonaro, his brother, deputy Eduardo Bolsonaro (PL-SP), federal deputy Mario Frias (PL-RJ), businessman Thiago Miranda, Fabiano Zettel (Vorcaro's brother-in-law), Antônio Freixo and the operators of the North American fund, Altieres Santana and Paulo Calixto, in the collection, management and destination of the amounts.
What Flávio Bolsonaro says
Flávio Bolsonaro has publicly declared that the financing of the production was a private relationship to attract sponsorship, denying having received any amount directly or committing irregularities.
The senator's defense has been defending the complete removal of confidentiality from the investigation files.
