The Child and Adolescent Victim Police Station (Dcav) arrested the last fugitive among those suspected of belonging to a criminal organization responsible for a scheme of sexual exploitation of minors, rape of vulnerable people and production of sexual content with minors.
Mariana de Oliveira Minas, 42 years old, was arrested in a shelter in Itaboraí, in the Metropolitan Region of Rio, last Wednesday (14).
She was a maid for the man appointed as head of the scheme by the police. University professor and lawyer Cordovil Antônio Nogueira Martins has been in prison since March.
Mariana has been arrested by the police for abandonment of an incapacitated person and for the stabbing death of her ex-husband in 2012. For this crime, she ended up in prison.
In August 2026, 5 months after Cordovil's arrest, a man took a child to the Itaboraí police station, in the Metropolitan Region, after finding her alone in a bar.
There, the girl said that she had a cell phone given to her by her mother, Mariana de Oliveira Minas, but that she had not seen her since the previous day.
The case was registered at the 71st DP (Itaboraí) as abandonment of an incapacitated person. The child was living with Mariana in a shelter in the municipality, according to the record.
In messages exchanged with Mariana de Oliveira Minas, Cordovil made a specific request on November 30, 2022: "Fix the new one, more or less zero kilometers, and we'll leave", he says.
Prints of conversations obtained after breaking Cordovil's confidentiality indicate that participants in the criminal organization spoke openly about taking minors into the sexual exploitation scheme.
Mariana also has records of conversations "presenting" several photos of underage girls to Cordovil.
“I already sent you a photo of the two: one of 15 and the other of 14”, she says, also on November 30, 2022.
In one of the conversations, Mariana even suggests that Cordovil invite the older sister of a girl who was the target of the criminal organization. Her objective was to circumvent family surveillance:
"So let's take the older sister and then later on she'll take her sister, understand?"
Cordovil's technical defense informed that it has not yet had full access to the proceedings and that it will only make a public statement after technical analysis of all the material.

Cordovil is a defendant in a case at the Specialized Court for Crimes against Children and Adolescents of the Capital (Veca), of the Rio Court of Justice, and has already had preventive detention ordered by the Court.
Last week, Luiz Alberto Martins Sobrinho, 68 years old, was arrested in Gávea, in the South Zone. Ariane de Oliveira Minas was arrested in Nova Iguaçu, in Baixada Fluminense. Both were the targets of temporary arrest requests issued by the Specialized Court for Children and Adolescents (Veca).
According to the Dcav chief delegate, Maria Luiza Machado, Luiz Alberto, Mariana and Ariane are responsible for rape of a vulnerable person, favoring prostitution and criminal association.
Luiz Alberto Martins Sobrinho is also responsible for storing child sexual abuse content.
In addition to these crimes, Cordovil is also responsible for producing, storing and sharing child sexual abuse content.

Cordovil Nogueira: Sexual exploitation, production of sexual content with minors and payment to victims and guardians
Ariane and Mariana Minas: recruitment and delivery of victims
Luiz Alberto Martins Sobrinho: direct grooming and participation in sexual abuse
Investigations indicate that Cordovil took advantage of the victims' social vulnerability to get closer to them, offering money, snacks, gifts, cell phones and other advantages. In addition to being a form of grooming, it would serve to "buy" the victims' silence.
