Given the situation, the decree also considers the authorization and mobilization of all municipal bodies to act under the coordination of the Secretariat of Works and Infrastructure, together with the Municipal Civil Defense Commission (Comdec), in disaster response actions, necessary for the rehabilitation of the scenario and reconstruction.
Furthermore, tenders for contracting goods, provision of services and works necessary to deal with the emergency situation will be waived, as provided for by legislation.
In this case, the law considers that the portion of actions and works carried out with the rehabilitation of the scenario can be completed within a maximum period of one year, counting from the date of occurrence of the disaster, with the extension of the respective contracts and the rehiring of a company already contracted based on the article being prohibited, according to the decree.
