Russia Calls for Transparent Regulation of Satellite Internet Use Amid AI Concerns

MOSCOW, September 24. /TASS/. Moscow views the growing use of communications satellites to interfere in the internal affairs of countries as an alarming trend and is advocating transparent regulation, Deputy Foreign Minister Alexander Alimov said.

Speaking at the international forum "Partnership between the State, Business, and Civil Society in Ensuring International Information Security," Alimov highlighted what he described as the "problem of the illicit use of low-Earth-orbit satellite internet systems."

"There are well-known instances in which these technologies – ostensibly intended to provide convenient Internet access -have been used to interfere in the internal affairs of countries. This is undoubtedly an alarming trend," he said.

Moscow is advocating "transparent regulation of the use of such systems" and compliance by satellite operators with the national laws of the countries in which they operate.

"We are pursuing this work within the UN Security Council and the International Telecommunication Union," Alimov said.

He also highlighted challenges associated with the development of artificial intelligence.

"The use of this technology for malicious purposes poses a common threat to all states, requiring a collective approach at the international level," he said.

Alimov added that Russia is working to initiate negotiations on the safe and equitable use of artificial intelligence through specialized UN bodies and within the framework of the World Artificial Intelligence Cooperation Organization, which was established this year and joined by Russia in July.
