The Turkish Red Crescent Law Proposal and the Foreign Digital Accommodation Platforms Law Proposal will be discussed in the Turkish Grand National Assembly.

The General Assembly, which will start its weekly work on Tuesday, November 10, will continue the discussions on the Turkish Red Crescent Law Proposal.

With the proposal, the first 4 articles of which are accepted, the Turkish Red Crescent will be the only authorized organization for the receipt and use of in-kind and cash aid coming to Türkiye from the International Federation of Red Crescent and Red Cross Societies, the International Red Cross Committee and the Red Crescent and Red Cross National Societies of the countries in ordinary or extraordinary situations.

Cash compensation will also be paid to the personnel who actually work in the activity area to carry out the activities of the Turkish Red Crescent Society during extraordinary periods and times of disaster, war and conflict. In the provinces and districts where Red Crescent branches and representatives are located, the Red Crescent provincial central branch president and district branch heads will also be members of the Social Assistance and Solidarity Foundation board of trustees.

Later in the General Assembly, the Foreign Digital Accommodation Platforms Law Proposal will be discussed.

With the proposal, foreign digital accommodation platforms will be required to obtain a permit from the Ministry in order to operate.

The document fee will be 5 million TL and this amount will be increased every year by the revaluation rate of the previous year. The document will be valid for 2 years and cannot be transferred.

In disputes arising from activities within the scope of the permit, Turkish law will exclusively apply and Turkish courts will have jurisdiction.

Foreign digital accommodation platforms will pay a tourism share of 7.5 per ten thousand to the Turkish Tourism Promotion and Development Agency, and the digital service tax base will be taken as basis in calculating this share.

It will be decided to block access for foreign digital accommodation platforms that are found to be operating domestically without obtaining a permit and for foreign digital accommodation platforms whose permits have been canceled or expired.

An administrative fine of 500 thousand liras will be imposed on those who do not comply with the obligation to use and keep the hardware, programs and software determined by the Ministry in working order.

2027 budget

The Grand National Assembly of Turkey Planning and Budget Commission will continue discussions on the 2027 budget.

The commission will discuss the budgets of the Ministry of Justice on Monday, November 9, the Ministry of Youth and Sports on Tuesday, November 10, the Ministry of Family and Social Services on Wednesday, November 11, and the Ministry of National Education on Thursday, November 12. The talks will start at 11:00.

Public Works, Zoning, Transport and Tourism Commission will discuss the 2025 report prepared by the Court of Accounts in accordance with the Law on Türkiye Tourism Promotion and Development Agency.

The Grand National Assembly of Turkey Public Economic Enterprises and Human Rights Investigation Commission will also meet to discuss the issues on their agenda.

Group meetings of the political parties that have groups in the Parliament will be held on Tuesdays and Wednesdays.
