On the morning of August 20, General Secretary and President To Lam worked with the Central Organizing Committee, giving opinions on the project to summarize the 5 years of implementing Resolution 28 in 2022 of the 13th Party Central Committee on continuing to innovate the Party's leadership and ruling methods over the political system in the new period.
The General Secretary and President determined that this is an important task in building the Party and political system. The project must evaluate the nature of how the Party performs its leadership and ruling role and how the political system converts policies and guidelines into specific actions and results.
Therefore, the goal does not stop at completing the report or issuing additional documents, but must correctly identify the problems that are hindering the effectiveness of leadership and governance; From there, we set out policies and mechanisms to create change in the new period.
The throughout spirit is to remain steadfast in the ideological foundation, organizational principles and leadership role of the Party, while at the same time strongly innovating to make the leadership more correct, more accurate, more thorough, scientific, democratic and effective.
He mentioned two milestones in innovating the Party's leadership and ruling methods. By 2030, leadership must be closely linked to goals, products, results and responsibilities. This is the foundation so that by 2045, the political system will operate smoothly, effectively and efficiently, creating motivation for the country to develop rapidly, sustainably, prosperously and happily.

Assessing that Resolution 28 has created many positive changes, he asked to look directly at the limitations. The text is still scattered; tasks, products, deadlines and responsibilities are unclear; Many meetings but low efficiency; There is still a situation of asking for opinions on matters under their authority or deeply interfering in management and administration. Decentralization in some places does not come with full authority, resources and data; There are many levels of coordination; Forecasting capacity, policy feedback and outcome assessment do not meet requirements.
To overcome this, the General Secretary and President requested to take the implementation organization as the breakthrough and the actual results as the measure. Innovating leadership and governing methods does not change the nature, principles and basic leadership methods of the Party, but rather helps make leadership more correct, successful, scientific, democratic, profound and effective.
"Consistency is associated with innovation; comprehensive leadership but with the right roles and authority; unified focus but promoting initiative; strong decentralization coupled with power control; technology cannot change political responsibilities and human decisions," he said.
The General Secretary and President proposed that the project focus on clarifying 7 groups of issues, from unifying perceptions of leadership and authority; standardize the process of developing and implementing policies; innovate ideological work, organization, and cadres to strengthen control over power, responsibility to set an example, and a culture of integrity. Working methods and practices also need to be innovated; Improve forecasting capacity, strategic advice, risk management and promote digital transformation within the Party.
The Central Organizing Committee is assigned to collect opinions and complete the project in an innovative and feasible direction, contributing to improving the Party's leadership and ruling capacity, the operational effectiveness of the political system and strengthening the people's trust. The draft resolution must be brief, correct in scope, with clear viewpoints, focused goals and breakthrough tasks. The action program, explanatory report and list of documents that need to be amended and supplemented must be prepared synchronously so that it can be deployed immediately when the resolution is issued.
