Union disburses R$152.46 million in state and municipal debts in July

In July, the Union paid R$ 152.46 million in debts owed by states and municipalities, as guarantor of credit operations contracted by subnational entities. As a result, the amount disbursed by the National Treasury to cover installments not paid by debtors reached R$3.05 billion in 2026.

This is what the Monthly Report of Guarantees Honored by the Union in Credit Operations and Recovery of Counter-Guarantees (RMGH), released this Monday (17) by the National Treasury, shows.

According to the report, since 2016, the Union has disbursed R$89.58 billion to honor guarantees in credit operations from states and municipalities. In the same period, it recovered R$6.06 billion through the execution of counter-guarantees.

In July this year alone, R$5.13 million were recovered.

The National Treasury reported that the main factor for the low volume of resources recovered is the participation of several states in the Fiscal Recovery Regime (RRF), a mechanism that provides for the temporary suspension of the execution of counter-guarantees.

According to the agency, around R$79.78 billion of the guarantees honored since 2016 refer to states that participate or have participated in the regime. Additionally, there is R$1.9 billion related to compensation for ICMS revenue losses arising from Complementary Law 194/2022.

Another R$516.74 million cannot be recovered due to court decisions that prevent the execution of counter-guarantees.
