The democratization steps, which the opposition criticized as "missing in the law", are left for the new legislative year. However, the legislative proposals regarding the democratization proposals included in the joint report prepared by all parties on the process have been waiting to be discussed in the Parliament's committees for a long time.
For example; In response to the statements in the joint report, "Existing mechanisms that will ensure complete compliance with the decisions of the ECHR and the Constitutional Court should be strengthened", the bill proposal of the NEW Party member Servet Mullaoğlu, which has been pending in the Justice Commission since November 14, 2025, proposes to impose a penalty of dismissal on judges who do not comply with the violation decisions given by the Constitutional Court. In another bill that Mullaoğlu submitted to the Parliament on the same date, it is requested that if the rights violation decision is not fulfilled, a lawsuit for compensation can be filed against the state and the compensation paid can be recoursed to the responsible judge.
Also in the report, there are legislative proposals submitted separately by the NEW Party, CHP and DEM Party deputies for the statements that "The Law on Meetings and Demonstrations, signed by all parties, will expand the rights and freedoms". CHP Group Deputy Chair Sevda Erdan Kılıç's bill proposal, which has been pending in the Internal Affairs Commission since May 2025, requests that the restrictions on the use of the right to hold meetings and demonstrations be removed. A proposal with a similar content from YENİ Party member Süleyman Bülbül has been in the same commission for 2 years, and DEM Party member Meral Danış Beştaş's proposal has been in the same commission for 7 years. Again, in a bill submitted by the DEM Party 2 years ago, it is requested that Taksim be opened for May 1 celebrations.
There are numerous legislative proposals in the Parliament regarding the statements included in the joint report: "In order to observe and ensure that all kinds of criticism, objections and demands within legal limits are protected as an integral part of democratic life, the laws regarding press and broadcasting should be reviewed." In the bill proposal of NEW Party member Sezgin Tanrıkulu, which has been waiting in the Justice Commission for 8 years, it is envisaged that journalists cannot be arrested for any crime related to their profession and that they should be tried without detention under all circumstances. In the proposal submitted to the Parliament by Sevda Karaca Demir from EMEP in April, it is requested that the crime of "publicly disseminating misleading information to the public" be abolished. Another bill, signed by NEW Party Chairman Özgür Özel and waiting to be discussed for 4 years, proposes to abolish the crime of "insulting the President".
In response to the statements in the joint report on ending the trustee practices, "It is recommended that the legislation be amended to hold elections only by the municipal council in case the mayor is dismissed from office," the bill submitted to the Parliament with the joint signature of 10 opposition parties to abolish the trustee practices and elect the mayor from the municipal council has been in the Internal Affairs Committee for 2 years.
