上海是青海省的对口支援省市。根据双方2025年底签署的政府间协议，2026年至2028年，青海将连续三年、每年向上海输送绿电40亿千瓦时，三年总计120亿千瓦时。
此前，青海绿电已通过跨省输电通道送入上海。此次三年期协议的落地，标志着两地绿电交易迈入“长期稳定、批量实施”的新阶段。
本次交易由北京电力交易中心统一组织，青海、上海两地电力交易中心协同实施，依托青豫、灵绍、庆东等多条特高压直流通道，将青海绿电直送上海。
《上海市2026年碳达峰碳中和及节能减排重点工作安排》提出，2026年省间绿电交易规模力争达100亿千瓦时以上。青海年度40亿千瓦时绿电入沪，约占入沪绿电总量的40%。
