이어 저장성위원회는 "공공 영역의 트래픽은 플랫폼의 사유재산이 아니고, 일종의 '준공공권력'"이라며 "효과적인 규범과 제약이 필요하다"고 강조했다.

저장성위원회는 "플랫폼의 권력 경계를 더 명확히 하고 제도적인 구속력을 강화할 필요가 있다"며 "플랫폼 거버넌스를 강화하는 핵심 관문은 플랫폼 규칙에 대한 감독·관리를 강화하는 것이고, 플랫폼을 '트래픽 독점자'로 놔둘 것이 아니라 의사결정 전 과정을 감독·관리 시야에 포함하도록 해야 한다"고 제언했다.
아울러 계정 정지와 영구 발언 금지 등 엄중한 조치의 경우 플랫폼의 알고리즘 판정 외에 인간의 수동 심사 과정도 있어야 하고, 플랫폼이 트래픽 권력을 이용해 부당하게 수수료를 징수하는 행위 역시 단속해야 한다고도 목소리를 높였다.
저장성위원회는 "외부 감독·관리 측면에서 플랫폼의 '깜깜이 조작'을 막기 위해서는 수많은 대중과 전문가·학자, 언론 매체, 업종 협회, 제3자 기구 등 다원적인 사회적 역량의 참여가 필요하다"고 덧붙였다.
