Keelung City establishes "Children's Special Investigation Team" to conduct random inspections of kindergartens and childcare centers without warning

In July, mass child abuse broke out at a celebrity kindergarten in Qidu District, Keelung, triggering protests from parents. In order to prevent incidents of improper treatment, the Keelung City Government has established a "Children's Special Investigation Team". Starting in September, kindergartens, childcare centers and short-term cram schools for children under the age of 6 will be inspected every month without warning. Monitoring equipment and randomly selected videos of specific periods are used to enhance child safety.

The "Children's and Children's Special Investigation Team" was convened by City Secretary-General Xie Xiaokun, who led a cross-bureau team including the Children's and Children's Department, the Education Department, and the Political Affairs Department. They set out for the first time on the evening of the 8th. On the same day, they publicly drew lots to determine the targets for inspection. They went to Ren'ai District and Xinyi District for inspections. The inspection results were in compliance with regulations.

The Department of Children and Children pointed out that this audit focused on five major aspects, including monitor equipment and installation areas, confirming the storage and recording of surveillance images, food safety, child care sites, and caring for and collecting opinions from front-line staff. From hardware equipment and video records to children's actual life and care interactions, it looked for risks that may have been ignored.

Xie Xiaokun said that in addition to confirming the monitor equipment and image storage and retrieval, the inspection also randomly selects specific time periods to watch surveillance images; food safety examines matters such as food preservation, environmental sanitation, and meal management; at the same time, through on-site observation, we understand the actual situation of children's lives. In addition, we also care about the work needs and emotional support of front-line education and childcare staff, and listen to the voices of front-line staff.
