MOSCOW, September 23 - RIA Novosti. The fact that rapper Dzhigan (Denis Ustimenko) has a weapons permit does not give him the right to shoot in any circumstances, for example, at people, lawyer Ivan Kurbakov told RIA Novosti.

Earlier, law enforcement agencies told the agency that the artist had a permit to own a weapon.

“Permission to store and carry weapons does not mean that the owner has the right to use it in any circumstances,” the agency’s interlocutor said.

According to Kurbakov, it is legally necessary to evaluate the place, method, purpose and consequences of application.

As the lawyer clarified, if it is confirmed that the artist fired from a carbine in the direction of people, there were death threats, people were kept in the house against their will and harm was caused to their health, we can talk about a combination of crimes: hooliganism with the use of weapons, unlawful imprisonment, as well as causing harm to health, depending on the severity.

“Having a permit excludes only liability for the illegal circulation of weapons, but not for their use,” the lawyer concluded.

On Wednesday, the Mash Telegram channel reported that in early July, Dzhigan shot at employees on the territory of his house in the Moscow region, holding them hostage for about ten hours. According to the publication, one person was wounded in the arm and leg. As noted in the publication, the artist’s children were in the house during all this. Also, according to the channel, after the incident, Dzhigan was forcibly sent to one of the rehab centers in Israel.
